img_9955BISD Press Release – The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, December 12, 2016 at 6:30 p.m. The session was called to order by BISD Board President Michael Cloy.

BHS AVID Coordinator and Elective Teacher Joey Wilbourn gave the invocation.

The Pledge of Allegiance was led by Brownwood Intermediate School (BIS) 6th grade student and BIS Student Activity Council member Lindsey Bowden.

BHS VARSITY LIONS FOOTBALL TEAM The Brownwood High School (BHS) Varsity Lions Football Team was recognized for their 2016 Bi-District Championship. (Final Season Record: 6 wins 4 losses)

BHS BOYS CROSS COUNTRY TEAM The BHS Boys Cross Country team was recognized as 2016 Regional Qualifiers. In addition, Jack Robinson was recognized individually for receiving Academic All-State. (Team Season Records: 2nd at District, 7 of 8 years to qualify for Regional meet, 16th at Regionals, finished in the top 5 in 6 competitions this year, overall record was 69 wins and 41 losses)

BHS GIRLS CROSS COUNTRY TEAM The BHS Girls Cross Country team was recognized as 2016 State Qualifiers. (Team Season Records: Won District – 3rd year in a row – 6 of 8 years, 3rd at Regional meet, 13th at State meet, won 3 competitions this year and earned 2nd in 3 others, overall record was 117 wins and 26 losses)

HOLIDAY CARD DESIGN CONTEST WINNER BHS Junior Gabriella Tucknott was recognized for her holiday card design that was chosen as the winner to be featured on the 2016 Brownwood ISD Holiday Greeting Card.

FISHING CLUB The BISD Lions Fishing Club was recognized as a new organization to Brownwood ISD and each of the founding members joined Club Sponsor Cade Wilson to receive certificates.

GUADALUPE VAZQUEZ Brownwood Middle School (BMS) Algebra teacher Guadalupe Vazquez received recognition for Above and Beyond Service to BMS Algebra Students. Mrs. Vazquez pre-recorded video lessons for her students during her maternity leave so they would not fall behind in her absense.

BISD ASPIRING ADMINISTRATORS ACADEMY Certificates were awarded to participants in the inaugural class of the BISD Aspiring Administrators Academy, led by BISD Executive Director of Human Resources and Operations Dr. Hector Martinez.

PINK-OUT CHECK PRESENTATION 

The 2016 Pink-Out fundraiser was very successful again this year, clearing over $13,000 to be used to help those in the BISD family who are struggling with cancer and as funding allows, the community. Zayvion (Khi) Curtis (East Elementary Student) and Walker Cancer Center were presented checks.

SUPERINTENDENT’S REPORT 

  •  The monthly Staffing Report and Budget Update were presented to the board along with financial reports for Infant/Toddler Head Start.
  •  Darrell Daniel, currently a BHS paraprofessional with 39 years of experience in education will replace Carolyn Day as a BMS 7th grade science teacher.
  •  Board members were given an update regarding the current District of Innovation (DOI) process and timeline. Several meetings have been held regarding the DOI process including the latest Site-Based Decision Making Committee (SBDM) meeting on Thursday, December 8. SBDM members voted to post the current DOI draft on the website for public viewing. Only two options are addressed in the DOI plan: Flexibility on the mandatory start date and Career and Technical Education (CTE) teacher certifications at the secondary level. The next SBDM Committee meeting is scheduled for January 19, at which time the committee will decide if the plan will move on to be presented to the BISD Board of Trustees.
  •  On December 30, legislators will be receiving the new A-F ratings for schools. Districts will receive the ratings on January 4. The ratings will then be posted to the TEA website on January 6. Board members were supplied with the information available regarding the indicators and criteria that make up the ratings. Dr. Young noted that though the district will use the rating as a benchmark for improvement, there are still many unanswered questions regarding how exactly the rating will be calculated.

DISCUSSION & ACTION ITEMS 

ADMINISTRATION OF OATH OF OFFICE TO RE-ELECTED BOARD MEMBERS: BISD Board of Trustees Members Diane Thompson (Place Two), Eric Evans (Place Four), and Bradley Jetton (Place Five) took the Oath of Office and were sworn in.

ACTION ITEM: The Board considered the reorganization of the Board (Election of Officers). Tim Jacobs made a motion to keep the existing line-up of officers. The motion was seconded by Eric Evans, and passed unanimously.

PUBLIC HEARING: Eric Evans made a motion to move into a public hearing for the presentation of the 2015-16 Financial Integrity Rating System of Texas (FIRST) report. The motion was seconded by Roderick Jones and the board entered a public hearing at 7:08 p.m.

  •  BISD Assistant Superintendent Kevin Gabaree presented the 2015-16 FIRST report. Brownwood ISD received a Superior Rating. This rating is based on school year 2014-15 data, and the district score was 94 out of a possible 100. After receiving the report and allowing time for questions the board closed the public hearing at 7:14 p.m.

DISCUSSION: Lindsay Smith, High School Assistant Principal/CTE Coordinator, presented the CTE report. Highlights included the following:

  •  Planned field trip to Challenger Learning Center in Waco, TX, made possible through a donation from Kohler.
  •  Working to expand Auto-tech department opportunities and dual-credit courses through TSTC, as well as financing availability for TSTC courses.
  •  Growing interest and opportunity in Hospitality and Tourism, taught by Kelsey Robinson. A field trip is planned to visit TSTC campus in Waco, TX, to view culinary programs. Students are ServSafe certified for work in food handling and the restaurant business.
  •  Unprecedented growth reported in the area of Construction Trades. (A total of 152 students are enrolled).
  •  DOI plan would open up CTE offerings with student-driven interest including Criminal Justice and Photography.
  •  215 students currently enrolled in Health Science classes. Students are CPR Certified. An EMT program in conjunction with TSTC is in the beginning stages of development.
  •  A total of 1042 CTE-related courses have been taken by students this semester.

DISCUSSION: BISD Board President, Michael Cloy, announced the name of each board member who has completed the required continuing education, exceeded the required hours, and any deficient in the required hours. The following members are in compliance with yearly required continuing education hours: Brad Jetton and Tim Jacobs. The following members have exceeded the yearly required continuing education hours: Michael Cloy, Diane Thompson, Roderick Jones, Eric Evans, and Dr. Lisa Fowler.

CONSENT AGENDA: Items on the Consent Agenda were approved unanimously as presented, with a motion by Tim Jacobs and a second by Roderick Jones.

The items on the agenda included the following:

  •  MOU with Brownwood Education Foundation
  •  Appointment of members to Brown County Appraisal District
  •  Addition to Fundraisers List
  •  Minutes from November 14, 2016 Board Meeting

EXECUTIVE SESSION 

The board moved into executive session at 7:27 p.m. and returned to open session at 8:13 p.m. No additional discussion or action was needed on Executive Session Items.
