Brownwood CID Sgt. Troy Carroll gave a press conference on Friday regarding an overnight homicide.
On 12-11-09, at approximately 4:35am, the Brownwood Police Department responded to a call in the 1600 block of 9th Street. The initial caller stated that there had been a home invasion and that he had been tied up and his brother had been killed.
Officers responded and met with the caller, Randall Philen, who met them in the front of the residence. When officers entered the residence they found that Ronald Lee Philen, 49, was deceased. This call is currently being investigated as a homicide. Randall Philen, 50, is the brother of Ronald Philen.
According to police both brothers had lived at the residence. Each of them had only small criminal records. Randall Philen voluntarily met with police to give his statement and was being held on an unrelated marijuana charge.
The investigation is ongoing and no suspects were named at the time. The crime was felt to be targeted at this particular residence and there was no further threat to the community.
