Mullins is an experienced officer and retired as a Detective with the Brownwood Police Department in February of 2011 with 24 years of service. He has lived his entire life in Brownwood and is a 1973 graduate of Brownwood High School.
After 15 years in the grocery business, Mullins took a leap of faith and began his law enforcement career in 1986. Mullins also attended Howard Payne University and graduated from the Tarleton Police Academy in January 1986.
In 1995 he received both his intermediate and advanced peace officers certification. June 2001 Mullins received his Master Peace Officer Designation and has 3100 training hours in multiple disciplines. He has also served 21 years in the BPD Criminal Investigation Department (CID).
Numerous awards have been given to Mullins over the years, including Optimist Club’s Officer of the Year (1988), DEA awards in 1996 and 1998, Hometown Hero at the Brownwood Reunion (2002), BPD Medal of Valor (2005), and in 2009 he was awarded the BPD Officer of the Year.

In other matters on Monday’s agenda, commissioners approved a bid of $13,790 to replace an air conditioning unit at the jail, plus an additional $650 for a smoke detector for that unit. The commissioners also approved the purchase of a new Chevy Tahoe for the Sheriff’s office at a cost of $29,335, plus $5,340 for equipment, and $1,200 for equipment installation.
