A male subject was arrested Saturday evening after a law enforcement officer watched him steal a road sign, according to reports. At approximately 7:15 p.m. a Brown County Sheriff’s deputy was dispatched to the intersection of US Hwy 183 South and Mills County Road 108 regarding the theft of the “Zephyr” city limits sign which belongs to the Texas Department of Transportation. The Brown County Sheriff’s deputy met with the Mills County Deputy who had witnessed 20-year-old Christopher Douglas Lampkin of Lubbock take the road sign, the report states. After being advised of his Miranda Rights, Lampkin admitted to stealing the sign, which was seized as stolen property and evidence, according to the report. He was arrested and charged with theft of property $50 to $500.

*6:33 PM – Brownwood Police were dispatched to the 2000 block of Avenue D regarding a civil matter. According to the report, during a conversation, the complainant indicated that she had been assaulted by her boyfriend. A report was filed for assault with injury family violence. Upon further investigation, the suspect, identified as 41-year-old Robert Arthur Kent, was determined to be a registered sex offender who had failed to comply with registration requirements and an additional charge was filed, the report states.
Friday, August 22
*3:16PM – A Brown County Sheriff’s deputy was dispatched to a residence on Whispering Oaks Lane in Early regarding a report of animal cruelty. According to the report, the deputy observed a large white dog with very pronounced ribs and a smaller black dog which appeared to be underweight. There was a black container filled with water, which the dogs had access to, but no food was located the report stated. The resident was not at home according to the deputy’s report.
*6:39 PM – Brownwood Police were dispatched to the 500 block of W. Commerce regarding smoke coming from a field behind Commerce Square shopping center. According to the report, the Brownwood Fire Department responded to the scene and was extinguishing the fire as the responding officer arrived at the location. A citizen reported seeing a male in his 20s running from the location toward Belle Plain Street, the report states. The male was unable to be located and the fire marshal was called to investigate, according to police. At approximately 7:00 p.m., a male subject called dispatch and admitted that he had set the fire and wanted to turn himself in, the report states. The male stated that he started the fire because he suffered from mental problems and gave his location near New Beginnings Church on Cordell and Belle Plain, according to the report. His clothing matched the suspect description provided by witnesses, according to the responding officer. The area burned in the fire was small in size; however it damaged property in the field which consisted of office type chairs and several mesquite trees, the report states. The suspect, identified as 19-year-old Alan Raye Craig of Brownwood, was arrested and charged with arson.
*11:06 PM – Brownwood Police made a traffic stop in the 200 block of E. Lee Street for a traffic violation. According to the report, an investigation revealed that the driver, identified as 40-year-old Frederick Aaron Axt of May, was found to have been operating the vehicle while intoxicated. Axt was arrested for driving while intoxicated.
*11:51 PM – Brownwood Police were called to the 2600 block of Crockett Drive, the Brownwood Regional Medical Center emergency room regarding indecency with a child. According to the report, the offense occurred in Houston.
*Brown County Sheriff’s Office arrested 23-year-old Justin C. Barnhill of Richland Springs on warrants related to theft of property equal or greater than $20 less than $500 by check (Erath County), theft of property equal or greater than $500 less than $20,000 by check (San Saba County), engage in organized criminal activity, surety withdrawal/possession of a controlled substance penalty group 3 less than 28 grams, surety withdrawal/possession of a controlled substance penalty group 2 less than 1 gram in a drug free zone, and possession of drug paraphernalia. Barnhill was being held in the Brown County Jail in lieu of bonds totaling $58,500 as of Monday, August 25th.
*The Brownwood City Marshal arrested 62-year-old Bonnie Fay Franqui of Brownwood on 11 warrants related to open storage in yard/solid waste.
*The Brownwood City Marshal arrested 20-year-old Xavier Jamison of Brownwood on warrants related to theft and failure to appear.
*Brown County Sheriff’s Office arrested 52-year-old Mary Rainey Jones Siler of Brownwood on a warrant related to motion to revoke/driving while intoxicated.
*42-year-old William Richard Tignor of Brownwood turned himself in on a warrant related to theft of service equal or greater than $500 less than $1500.
Saturday, August 23
*9:01 AM – Brownwood Police were called to the 2100 block of Slayden Street regarding the burglary of a vehicle. According to the report, the complainant stated that her vehicle had been burglarized and a purse containing her driver’s license and social security card was stolen.
*2:20 PM – A Brown County Sheriff’s deputy responded to Frazier Lane at E Hwy 67 in Early regarding illegal dumping. According to the report, the owner of the property stated that he was having ongoing problems with illegal dumping on the property, and showed the deputy an area with multiple articles of trash dumped on a dead-end road. Some of the trash included identifying information of a possible suspect, the report states.
*4:31 PM – Brownwood Police were called to the 1500 block of 3rd Street regarding a civil standby. While on scene, one of the individuals involved wanted to report the theft of a cell phone.
*4:53 PM – Brownwood Police responded to the 1600 block of Indian Creek Drive regarding criminal mischief. According to the report, the complainant stated that the father of her children punched a hole in a bedroom door.
*5:23 PM – Brownwood Police were called to the 1400 block of Austin Avenue, Brookshire’s grocery store regarding theft. According to the report, a subject was detained for theft and upon the officer’s arrival he was identified as the suspect from a prior theft at the location.
*6:10 PM – Brownwood Police were dispatched to the 1500 block of Magnolia Street regarding an assault. According to the report, during this call a female claimed to have been assaulted earlier in the week by her ex-boyfriend.
*7:43 PM – Brownwood Police were called to the 1500 block of Davis Lane regarding a sexual assault. According to the report, the suspect has been identified and a report was filed for burglary with intent to commit other felony.
*9:07 PM – A Brown County Sheriff’s deputy received a report of assault family violence. According to the report, the deputy spoke with the victim who advised him that the father of her child was supposed to pick up the 2-year-old child for visitation on Saturday evening after he got off of work; however, when he did not show up she went looking for him. The complainant stated that saw him driving and started following him to try and get him to stop so he could take the child for visitation, the report states. She advised that the father of the child was driving recklessly and slid to a stop at the intersection of C.C. Woodson and FM 2525 according to the report. She further stated that the child’s father jumped out of the vehicle and ran to her vehicle and assaulted her. When she attempted to call 911 with her phone; however, he allegedly took the phone away from her and threw it into her windshield, cracking the glass as well as breaking the phone according to the report.
*10:47 PM – Brownwood Police responded to the 1500 block of Terrace Drive regarding an unwanted person who was attempting to sell narcotics. According to the report, the subject was located and found to be in possession of a controlled substance. The subject, identified as 20-year-old Terry Lee Reed, Jr. of Brownwood, was arrested and charged with manufacture delivery of a controlled substance penalty group 3/4 less than 28 grams.
*11:31 PM – Brownwood Police were dispatched to the 2100 block of Brady Avenue regarding a citizens’ dispute. According to the report, a female told the officer that she had a small party at her residence this date for her birthday and that her cousin had also attended the birthday party after attending another party in the city of Bangs. The cousin allegedly assaulted the complainant who was forced to defend herself, the report states.
*Brownwood Police arrested 36-year-old Amy Virginia Adame of Brownwood on a warrant related to theft of property equal or greater than $20 less than $500 by check.

Sunday, August 24
*7:50 AM – Brownwood Police were dispatched to the 2800 block of Southside Drive regarding criminal mischief. According to the report, the complainant’s vehicle had been vandalized.
*9:15 AM – Brownwood Police responded to Walmart regarding stalking. According to the report, the suspect was gone upon the officer’s arrival; however, identifying information was obtained from the victim.
*1:45 PM – Brownwood Police were called to Walmart regarding a warrant service. Brittany Haynes was arrested on three counts of possession of a controlled substance (penalty groups 1 and 3), 4 counts of possession of a dangerous drug, and on a warrant out of Rising Star related to burglary of a habitation, the report states.
*2:00 PM – Brownwood Police were called to the 500 block of 2nd Street regarding a burglary. The investigation is continuing according to the report.
*2:14 PM – Brownwood Police responded to the 1500 block of Borden Street regarding the burglary of a vehicle. According to the report, the complainant stated that an unknown subject stole a CD player out of his vehicle.
* 4:01 PM – Brown County Sheriff’s deputies and a TPWD game warden responded to a location on FM 2492 in Brownwood regarding an assault. These officers spoke with 47-year-old Jerry Don Catlin of Brownwood and the victim who stated that Catlin has assaulted her and showed the officers what appeared to be an apparent injury on the back of her head. Catlin denied ever hitting the victim at all; however, based on the stories provided, and the apparent injury, Catlin was placed under arrest to prevent any further violence from occurring, the report states. Catlin was charged with Assault causes bodily injury family violence.
*6:13 PM – A Brownwood Police officer was dispatched to US Hwy 377 regarding a reckless driver who was heading North on US Hwy 377. According to the report, a traffic stop was conducted on the vehicle in the 3500 block of US Hwy 377 which resulted in the arrest of the driver, 56-year-old Hipolito Ruiz Hernandez of Fort Worth for driving while intoxicated.
*6:21 PM – Brownwood Police were called to the 1500 block of Magnolia Street regarding harassment which was later determined to be an incident of terroristic threat. According to the report, the complainant stated that another female had threatened to harm her and that she wished to pursue criminal charges.
*8:02 PM – Brownwood Police were called to the 900 block of Sharp Street, Oncor Electric Company, regarding theft. According to the report, an ATV had been stolen from the location.
*10:44 PM – Brownwood Police made a pedestrian stop on two males in the 1500 block of Waco Street. According to the report, during the stop, one of the subjects was found to be in possession of a plastic baggie containing a small amount of prescription medication. The subject, 31-year-old Frank William Brummett, admitted he did not have a prescription for the medication, the report states. Brummett was placed under arrest and charged with possession of a controlled substance penalty group 3 less than 28 grams.
*11:43 PM – Brownwood Police were called to the 1600 block of Borden Street regarding the theft of a pink and black mobility chair. According to the report, while the officer was speaking with the complainant, a neighbor reported that his house had been burglarized.
*11:48 PM – Brownwood Police were dispatched to the area of Carnegie Street and Fisk Avenue regarding a reckless driver who had struck several trees on the north side of Brownwood. According to the report, the officer located the vehicle unoccupied. A male and female were observed on the porch of a house where the vehicle was parked, the report states. The officer was told that an unknown male subject drove the vehicle to the house, dropped of the male subject and fled the area, the report states.
*Brownwood Police arrested 42-year-old Paul Allen Boykin of Brownwood on a warrant related to a parole violation.
*Brown County Sheriff’s Office arrested 54-year-old Joe Montalvo Guerrero, Jr. of Coleman for possession of a controlled substance penalty group 2A less than 2 ounces and for public intoxication.
Monday, August 25
*Brown County Sheriff’s Office arrested 34-year-old Mark Edward Oden III of Arlington for unlawful use of a criminal instrument, possession of marijuana less than 2 ounces and driving while license invalid.
*Brown County Sheriff’s Office arrested 19-year-old Logan Lee Salyer of Brownwood on Victoria County warrants related to theft of property and failure to appear.
