While investigating a report of a runaway juvenile, Brownwood Police went to a Brownwood residence on July 4, 2011 in an effort to locate the missing female; however their visit resulted in the arrest of two young Brownwood men each charged with Sexual Assault of a Child.
According to Assistant Chief of Police James Fuller, the officers knocked at the residence and when no one answered, they heard noises coming from the backyard. During an investigation of the noise, they found two men, identified as 22-year-old Martin Deward Fallon, IV and 19-year-old Edward Franklin Fields, having sex with the missing 14-year-old girl and another 15-year-old female on blankets in the backyard near the pool, according to police officials.
Fallon and Fields were each arrested on charges of Sexual Assault of a Child and were being held on $50,000 bonds each at the Brown County Jail as of Monday.

Tuesday, June 28
*Brownwood Police were dispatched to 401 W. Commerce, Wal-Mart, regarding theft. The loss prevention employees provided a photograph of a male who had stolen several high dollar items. According to the report, the subject was identified by the officer from the photographs. A warrant is being issued for theft equal to or greater than $500 and less than $1500. Surveillance video of two separate incidents of theft was obtained.
Friday, July 1
*9:19am-Brownwood Police received a report of found property. The reporting party stated that she had found a wallet in the Wal-Mart parking lot approximately a week ago. Contact was made with the owner and property was returned.
*9:20pm-Brownwood Police responded to the 3700 block of US 377S regarding a domestic disturbance which was a case of Assault with Injury Family Violence. According to the report, a complainant stated that her husband had hit her in the jaw causing her pain.
*11:56pm-Brownwood Police were called to the 1700 block of 7th Street regarding a report of theft. The complainant reported that his cell phone was stolen from his vehicle.
*12:11pm-Brownwood Police responded to the BRMC emergency room in reference to an assault. The female complainant reported that her husband assaulted her.
Saturday, July 2
*12:48am-Brownwood Police were dispatched to the 1500 block of Dublin Street regarding theft. A complainant reported that a ladder had been stolen from the front of her residence. The ladder was described as being a silver Husky 6 foot folding step ladder valued at $200. No suspect information was available at the time of the report.
*1:49am-Brownwood Police were called to the 1500 block of Vine Street regarding Criminal Trespass. The complainant requested a criminal trespass warning which was issued to her ex-husband for the residence.
*4:36am-A Brownwood Police officer was on patrol when he stopped a vehicle for traffic violations in the 300 block of Bluffview. According to the report, investigation found the driver, identified as 20-year-old Marco Antonio Castillo, to be intoxicated. According to police, Castillo agreed to voluntary blood testing and was taken to the BRMC emergency room for a blood test and then was taken to the Brown County Jail.
*4:56am-Brownwood Police were dispatched to the 900 block of 6th Street in reference to an assault. According to the report, the complainant reported that her father had struck her with a wooden cane. The suspect had left the residence prior to the officer’s arrival and could not be located at the time of the report.
*6:02am-A Brownwood Police officer was dispatched to the 2500 block of Waco regarding an unwanted person. According to the report, the complainant stated that her father-in-law, identified as 52-year-old Donny Reece Hopkins, was intoxicated and would not leave the residence. Hopkins was arrested for Public Intoxication.
*6:27am-Brownwood Police responded to the 2500 block of Main Blvd. According to the report, communications advised that the unwanted person was lying in the complainant’s driveway and was possibly intoxicated. Further investigation led to the arrest of the subject, 41-year-old George William Slayton, for Public Intoxication.
*3:20pm-Brownwood Police were called to the 3600 block of Durham Avenue regarding a disturbance between neighbors. After the responding officer was able to speak with numerous subjects, it was determined that an argument had ensued after an allegation of theft, the report states. An elderly male reported that his daughter had been using his bank account for numerous personal purchases, according to police. These incidents of theft are currently under investigation.
*Early Police arrested 20-year-old Justin Ray Murphy of Jacksboro for Possession of Marijuana less than 2 oz.
*Bangs Police arrested William Henry Trobaugh, III for Aggravated Assault with a Deadly Weapon.
Sunday, July 3
*1:07am-Brownwood Police responded to a domestic disturbance in the 2100 block of 12th Street. According to the report, the officer spoke with the complainant and his daughter who stated that the daughter’s boyfriend had assaulted them at his residence. Neither the complainant nor his daughter wished to file criminal charges and both refused medical treatment. The boyfriend was not on scene at the time of the officer’s arrival.
*1:15am-Brownwood Police were dispatched to the 800 block of 1st Street regarding an assault. According to the report, the complainant stated that she had gone to a local hotel with a man she had met over the internet. While in the hotel room, the suspect allegedly touched the complainant inappropriately after she had told him to stop, the report states. Assault by Threat or Offensive Touch was investigated.
*2:21am-Brownwood Police initiated a traffic stop on a vehicle that was driving with no head lights on. According to police, investigation led to the discovery of a clear plastic bag of marijuana inside the vehicle. Both occupants, 30-year-old Rollie Lopez and 19-year-old Damien Estrada were placed under arrest for possession of Marijuana less than 2oz.
*2:28am-Brownwood Police were called to the 2800 block of US 377S, a local convenience store regarding a hit and run accident.
*5:20am-Brownwood Police responded to the 1700 block of Magnolia in reference to found property. A bicycle was located and placed into the bicycle impound at the Brownwood Police Department (BPD) for safekeeping until the owner can properly identify and claim it.
*5:02am-Brownwood Police were called to the 4300 block of Brookdale regarding theft. The complainant reported that 4 solar yard lights (valued at $4 each) and one solar spot light (valued at $10) were stolen from her yard. No suspect information was available at the time of the report.
*7:44am-Brownwood Police were called to an incident of animal cruelty in the 2600 block of Temple. According to Brownwood Assistant Chief James Fuller, a neighbor had reported that several dogs had been left chained in the front yard without food or water for approximately one week. One of the dogs had recently had a litter of puppies and one had died. The homeowner was not present at the time of the call. The case is under investigation.
*8:33am-Brownwood Police responded to an animal bite in the 2400 block of Waco Street. According to the report, the complainant had been walking her dog in the neighborhood when another dog broke its cable and attacked her dog, injuring its leg. The complainant also sustained minor injuries during the dogfight, the report states. The suspect dog was located and taken to the animal shelter for quarantine. The case was then referred to Brownwood Police Department Animal Control.
*11:30pm-Brownwood Police were dispatched to the 400 block of South Broadway, to a local bar, regarding an unwanted subject. The subject was escorted out of the business and appeared heavily intoxicated according to the report. The male, identified as 42-year-old Cory Paul Byers was arrested for Public Intoxication.
*Texas Department of Public Safety arrested 58-year-old Guy Leroy Embry of Rochelle for Driving While Intoxicated.
*Brownwood Police arrested 72-year-old Elmer Glaeske of Early for Interfere with Public Duties.
Monday, July 4
*12:30am-Brownwood Police were called to the area of 1st Street and Avenue B in an attempt to locate a suspicious subject who was reported to have been throwing beer bottles at passing vehicles. While in route, the responding officer noticed a subject matching the description of the suspect in the area of 3rd and Brady Avenue. According to the report, the subject, identified as 25-year-old Ramon Alcala Ramos, Jr., was found to be heavily intoxicated and was placed under arrest for public intoxication.
*3:15am-Brownwood Police were dispatched to the 2800 block of Southside in reference to an intoxicated person. When the officer arrived, he found a male lying on the ground that had a “strong odor of alcohol on his person,” the report states. The officer stood the male up and noticed a baggie containing what appeared to be marijuana, according to the report. The male was arrested for Possession of Marijuana less than 2 oz in a Drug Free Zone.
*1:09am-Brownwood Police were dispatched to the 2900 block of Avenue D in reference to a terroristic threat. According to the report, the complainant reported that she had called her father and asked him about a comment he had made about her on the internet. This caused him to get very upset, threatening to harm her and her mother.
*Bangs Police arrested 17-year-old Steven Frias for Driving While Intoxicated.
*Texas Parks and Wildlife Department arrested 33-year-old Thomas Gawne of Rowlett for Possession of Marijuana less than 2 oz.
*Brown County Sheriff’s Office arrested 58-year-old Jay Conley Rogers for Possession of a Controlled Substance Penalty Grade 2 less than 1g and Possession of Drug Paraphernalia.
Tuesday, July 5
*Brown County Sheriff’s Office arrested 67-year-old Johnney Ray Hopper for Driving While Intoxicated.
All arrestees are innocent until proven guilty in a court of law.
