Shortly after 10pm Tuesday night, Brownwood Police received a report of a wanted man at the 7-11 convenience store on Coggin Avenue in Brownwood which led to a foot chase and the eventual arrest of a man from Comanche, Texas.
The reporting party informed police that the suspect, 23-year-old Joshua Moreno, was in a vehicle parked at the convenience store and that there was a warrant for his arrest. Police responded to this tip, approaching the vehicle with a spotlight to the rear window of the vehicle. Police officials said that Moreno exited the vehicle as the officer approached and ordered him to get on the ground. Moreno looked at the officer and began running toward the back of the store, then through the residential neighborhood toward 4th Street and Avenue E according to police reports.
Officers secured the passenger, a woman who had met Moreno at a party and claimed that Moreno had asked her to meet some of his family. The woman was released at the scene.
While Moreno was trying to escape, he called the reporting party, who was his relative and asked to meet at the playground at Avenue B and Rogan Street. The reporting party then called police and informed them where to find Moreno, who began running again upon seeing patrol units the report states. Officers were not able to apprehend Moreno and lost sight of him at the time.
Around 11:40pm, the reporting party called dispatch and asked to have a police officer meet him behind Academy Lanes bowling alley. He then gave the officer an address of a residence in the 900 block of Avenue B where Moreno could be located.
The report states that as Moreno came out of the residence, he had his fist clinched and officers believed he was planning to strike one of them. One officer fired his taser at Moreno, striking him in his chest and causing him to collapse to the ground. Moreno was then arrested and charged with the outstanding warrant and Evading Arrest.

Monday, April 4
*At 7:22pm on March 12, Brownwood Police were called to the 300 block of Bluffview Drive regarding a noise nuisance. Officers arrived to find an argument between neighbors about noise caused by some repair work that was being done. The complainant stated that she was cussed at and spit at by a subject. The incident was settled and no charges were filed. However on April 4th, the complainant chose to file a complaint for Class C Disorderly Conduct-Language.
Tuesday, April 5
*9:05am – Brownwood Police responded to the 2800 block of Southside Drive regarding threats being made. The complainant stated that she has been having problems with her sister’s ex-husband who was continually harassing and threatening her by phone and internet messages. No criminal offense has been committed at this time; however an incident report was generated.
*3:36pm – A complainant came to the Law Enforcement Center to report that an unknown person used his social security number to submit a 2010 income tax return. A report has been filed and the incident is under investigation.
*7:12pm – Brownwood Police were dispatched to the 2300 block of Avenue B regarding an assault. The call led to the arrest of 19-year-old Leanna Russell for Assault Family Violence.
Wednesday, April 6
*4:30am – Brownwood Police were called to the 500 block of Main Street regarding a theft that had occurred. The complainant stated that cash and medication was taken from her residence.
All arrestees are innocent until proven guilty in a court of law.
