Brownwood Police were dispatched to a residence in the 1200 block of Main Street at approximately 12:30 a.m. on Saturday, April 16th, regarding a weapons offense. According to the report, shots were fired and a male subject had been injured.
Police had been dispatched to the residence on Friday night and had met a male who went to the residence and was upset that his ex-girlfriend and their children were living there with her new boyfriend. According to the report, the male was upset and told the officer the new boyfriend had a long criminal history and he wanted his children removed from the residence. The officer spoke to the couple inside the residence and asked the male to stay outside in his vehicle; however, the male approached the house and appeared as if he was going to come inside, the report states. When the officer unholstered his taser, the male subject ran back to his vehicle and left the scene, according to police.
The same officer was called back to the house, early the next morning, when the “shots fired” call was reported and arrived to find no shooting victim on scene but that the front door severely damaged and in pieces in the living room and other evidence indicating an altercation and injury. The new boyfriend stated that the male who had been at the house earlier, came back and had forced his way into the residence and grabbed the female (his girlfriend) and began punching her in the face, attempting to drag her out of the house, according to the report. The new boyfriend stated that he grabbed his gun, a .22 revolver, and fired six times, and that he believed he had hit the male.The female was taken to the Brownwood Regional Medical Center emergency room for treatment of her injuries, her two children were also taken with her.
Evidence at the home confirmed the assault and shooting reported by the new boyfriend. The male (ex-boyfriend) had left the scene and was reported to be at the emergency room being treated for multiple gunshot wounds. Because the residence was entered by force (breaking of the front door) and the female was assaulted, an investigation was pending for burglary of a habitation with intent to commit an assault. No arrest was made at the time of the report.

*6:27 AM – Brownwood Police were called to the 2400 block of 13th Street regarding criminal mischief.
*11:51 PM – Brown County Sheriff’s Deputies were called to a home near Lake Brownwood regarding an assault which had occurred at a different location. According to the report, the victim stated he had been visiting a male friend and his wife when the male slapped him so hard his face was swollen and his teeth no longer lined up properly. After an investigation, 35-year-old Robert Harley Welch was arrested for assault causing bodily injury, assault on public servant and resisting arrest. The suspect’s wife, 34-year-old Mickay Charisse Welch, was arrested for interference with public duties.
Friday, April 15
*11:30 AM – Early Police Department received information from Brownwood PD regarding an individual living in Early who was wanted for murder in Pennsylvania. According to the report, 31-year-old Jamie Alberto Santiago-Leon had a warrant for homicide out of Lancaster, Pennsylvania. Corporal Brandon McMillian began looking into to information and learned that Santiago-Leon was living on Eastwind Drive and that several children lived in the home, according to the report. McMillian then learned that Santiago-Leon would be dropping off a child at Early Premier School Pre-Kindergarten at noon. McMillian obtained the assistance from Brown County Sheriff’s deputies and officers then waited and planned to arrest Santiago-Leon after he dropped a child off at the school; however, Santiago-Leon was not the person who dropped the child off. The officers then went to the house on Eastwind and arrested Santiago-Leon without incident. Santiago-Leon had been living on Eastwind Drive with some relatives but wouldn’t say how long he had been staying there, the report states. The warrant was issued in September 2015.
*5:40 PM – Brownwood Police were called to a residence on Hawkins Street regarding the burglary of a habitation. According to the report, electronics, collectibles and jewelry were stolen from the residence.
*5:48 PM – Brownwood Police were dispatched to the 1400 block of Avenue G regarding disorderly conduct. According to the report, the complainant stated a female pulled her hair and slapped at her. The investigation is ongoing, the report states.
*6:13 PM – Brownwood Police were dispatched regarding an intoxicated person in the 200 block of W. Commerce. According to the report, this call led to the arrest of 47-year-old Christopher Hardaway of Bangs for public intoxication.
*10:54 PM – Brownwood Police were dispatched to the 1500 block of Coggin Avenue regarding disorderly conduct. According to the report, this call led to the arrest of 38-year-old Bobby Morgan Wallace of Brownwood for public intoxication and possession of marijuana.
*Brown County Sheriff’s Office arrested 22-year-old Joshua Scott Byram of Cedar Park for possession of marijuana less than 2 ounces and possession of a controlled substance penalty group 1 less than 1 gram.

*Brown County Sheriff’s Office arrested 36-year-old Rocky Gorden Martinez of Brownwood on a Taylor County warrant related to failure to appear/enforcement child support.
*Brown County Sheriff’s Office arrested 25-year-old Levi Oakland Sisk of Abilene for possession of marijuana less than 2 ounces.

Saturday, April 16
*1:00 AM – Brownwood Police were called to the 4300 block of 9th Street regarding a hit and run accident. According to the report, the impact of the suspect vehicle striking the complainant’s vehicle caused it to strike a third parked vehicle parked in a driveway.
*2:17 AM – Brownwood Police were called to a report of a fight in the 1800 block of Comanche Drive. According to the report, an investigation on scene determined that no fight had occurred; however, marijuana was located in the process of the investigation and 17-year-old Kylie Addison Ellis of Brownwood was arrested for possession of marijuana less than 2 ounces.
*3:15 AM – Brownwood Police were dispatched to the 2000 block of 6th Street regarding a domestic disturbance. According to the report, this call led to the arrest of 29-year-old Adam Louis Perez of Brownwood for public intoxication.
*3:19 PM – Brownwood Police responded to the 2400 block of Elizabeth regarding an assault. According to the report, the complainant stated that a juvenile relative had assaulted her. The juvenile was arrested for assault causing bodily injury family violence, was processed and then released to the juvenile detention center.
*7:31 PM – Brownwood Police were dispatched to the intersection of 5th Street and Avenue D regarding public intoxication. According to the report, the officer located a female, identified as 31-year-old Crystal Bates of Brownwood, who was arrested for public intoxication due to her being a danger to herself and others.
*10:03 PM – Brownwood Police responded to a motor vehicle accident in the 1800 block of 4th Street. According to the report, the driver of one of the vehicles, identified as 44-year-old Kenneth Holmes of Early, was found to be very intoxicated. Holmes was arrested for driving while intoxicated with two prior convictions. He refused to consent to a blood draw and a warrant for such was obtained. The blood draw was performed at Brownwood Regional Medical Center.
*Brown County Sheriff’s Office arrested 41-year-old Laurie Ann Franklin of Brownwood on a warrant related to theft of property equal or greater than $750 less than $2500.
Sunday, April 17
*6:27 AM – Brownwood Police were dispatched to the 2400 block of 13th Street regarding criminal mischief.
*7:27 AM – Brownwood Police made a traffic stop in the area of Carnegie and Adams Streets due to the vehicle going around a barricade located at the Vine Street underpass. According to the report, this stop led to the arrest of the driver, identified as 25-year-old Khayman Delarosa of Brownwood, for driving while intoxicated.
*10:21 AM – Brownwood Police were called to the 2500 block of Brady Avenue regarding the burglary of a building.
*1:10 PM – Brownwood Police were called to the 2800 block of Southside Drive regarding fraud. According to the report, an unknown suspect had used the complainant’s debit card information to make some unapproved purchases.
*1:36 PM – Brownwood Police were called to the 2100 block of 6th Street regarding criminal mischief. According to the report, the complainant’s truck was “egged” by an unknown subject.
*6:37 PM – Brownwood Police were dispatched to the 900 block of Lillie Kimble Street regarding an assault. According to the report, an incident of family violence was documented; however, no arrests had been made at the time of the report.
*Brown County Sheriff’s Office arrested 50-year-old Bobby Clay Browne of Brownwood on a warrant related to motion to revoke/assault.
