Law Enforcement arrests and reports released Monday, March 21st.

Friday, March 18

*4:21pm-Brownwood Police were dispatched to the 2600 block of Avenue C regarding theft.  According to the report, the officer conducted an investigation and found that the suspect was a family member of the victim.  Upon learning this information, the victim declined to prosecute the report states.

*9:41pm-Brown County Sheriff’s Office arrested 41-year-old Alan John Fleming for Public Intoxication on the boat ramp near the dam at Lake Brownwood.  According to the report, Fleming had pulled his boat from the lake and was attempting to leave the area with a minor when he was detained by off-duty deputy Jed Polnick.  Fleming was observed to be unstable on his feet and unable to clearly communicate due to an apparent state of intoxication; therefore it was determined that he would be a danger to himself and others on the roadway if he left the area the report states.  The minor was transported by BCSO and released to the custody of a relative.

*10:19pm-Brownwood Police responded to the 401 W. Commerce, Wal-Mart, to a hit and run accident.  According to the report, the complainant did wish to pursue charges if a suspect could be located.  At the time of the report, no suspect information was available.

*Brown County Sheriff’s Office received a report of a stolen tree swing from a residence at Lake Brownwood.  The swing is made of rubber tires that are tied together to resemble a horse and is valued at $80.  According to the report, the swing was stolen after the rope from which it was hung was cut.

Saturday, March 19

*12:43am-Brownwood Police were dispatched to the 1100 block of Avenue G regarding a domestic disturbance.  According to the report, the complainant was transported by ambulance to Brownwood Regional Medical Center for possible injuries.  Contact was made with the complainant’s boyfriend and an informational report was made the report states.

*1:33am-Brownwood Police were called to a domestic disturbance in the 300 block of Bluffview.  The complainant did not wish to pursue criminal charges the report states.

*1:59am-Brownwood Police were called to Veda Hodge Hall at Howard Payne University regarding an assault that had occurred in the area of Austin Avenue and Carnegie.  According to the report, the complainant stated a male subject had pushed her against the rock wall causing her pain.  She stated that she punched the male and then ran away the report states.  The complainant stated that she would like to press charges for the assault if the male could be located.

*8:08am-Brownwood Police were called to the 1800 block of 6th Street regarding a burglary that had occurred.  According to the report, the complainant advised that an unknown suspect had stolen money from inside her pick-up overnight.  A report for theft greater than $50, less than $500 was filed.

*11:19am-Brownwood Police conducted a traffic stop on a vehicle in the 3300 block of US Hwy 183N for an expired motor vehicle registration.  During the course of the stop, the officer discovered the driver of the vehicle was a felon and there were firearms in the vehicle according to the report.  This stop and the investigation led to the arrest for Possession of Firearm by Felon and Driving While License Invalid/Failure to Maintain Financial Responsibility.

*6:27pm-Brownwood Police were dispatched to the Brownwood Coliseum regarding criminal mischief.  According to the report, the complainant stated someone had kicked the bumper of his red 2010 Chevy Camaro.

*7:33pm-Brown County Sheriff’s Office was dispatched to a home in Early where a man reported his step-son had witnessed his neighbor shooting their cat, which later died.  According to the report, the complainant stated that he wanted to file charges because his neighbor shot his cat and because there was a history of his animals coming up hurt or dead in the past.

The neighbor advised the deputy that he had shot the cat because it attacked him and his cat at the back door of his own home the report states.  He stated he shot it twice with a .410 shotgun and when that didn’t kill it, he grabbed a .22 rifle and shot it again.  He stated he did this because he was worried about his cat according to BCSO reports.

*7:37pm-Brownwood Police were called to the 2200 block of 8th Street regarding criminal mischief.  According to the report, the complainant stated a wooden gate at the back of the property was pulled off its post.  Complainant wished for the report to be taken due to recent criminal mischief in the area.

*7:49pm-Brownwood Police stopped a brown pick-up truck after it ran a stop sign at 8th Street and Avenue L.  According to police, the driver of the vehicle was observed throwing something under the truck that was later determined to be marijuana.  At this same time, communication identified the driver as Frankie Steven Salazar, who had a warrant for his arrest.  The report states that Salazar then suddenly ran away leaving his truck along with the contraband and the two occupants.  More contraband and an additional amount of marijuana were found in the truck along with paraphernalia, a marijuana grinder according to the report.  No arrest was made at the time of the report.

*8:33pm-Brownwood Police were dispatched to the 1500 block of Terrace Drive regarding a stolen cell phone.

*11:35pm-Brownwood Police were called to a domestic disturbance in the 2800 block of Coggin Avenue.  According to the report, the complainant explained she was assaulted by her boyfriend.  No arrest had been made at the time of the report.

*Texas Department of Public Safety arrested 39-year-old David James McCombs for Driving While Intoxicated, 3rd or more.

Sunday, March 20

*5:44am-Brownwood police were called to the 1500 block of Terrace Drive regarding a domestic disturbance.  Investigation led to the arrest of 21-year-old Caleb Garcia for Assault with Injury Family Violence.

*11:37am-Brownwood Police responded to the 1000 block of W. Commerce regarding theft.  According to the report, the complainant stated that a Weed Eater brand mower (valued at $149) along with a Campbell brand air compressor (valued at $75) were stolen.  A possible suspect was named the report states.  No serial numbers or other identifiers could be provided by the complainant.

*1:23pm-Brownwood Police were called to 401 W. Commerce regarding theft and met with the loss prevention employees of the store.    A suspect was identified and issued a trespass warning for Wal-Mart and issued a citation for theft less than $50 the report states.  Items stolen included two 10-packs of Oscar Meyer Wieners and a bottle of shaving gel, valued at $5.43 according to the police report.

*2:13pm-Brown County Sheriff’s Office stopped a vehicle for reckless driving.  The driver, identified as 27-year-old Justin Thomas Wright of Abilene, was arrested for Driving While License Invalid.  Wright did not have a valid driver’s license; however he did have a Texas Identification card the report states.  The return on his ID showed a conviction for no driver’s license and a conviction for DWLI, which enhanced the offense to a class B misdemeanor.

*2:19pm-Brownwood Police were dispatched to a disturbance in the 1400 block of Main Blvd.  According to the report, one officer was already on scene and was talking to a subject, later identified as 45-year-old Brian Kelly Bilbrey who was sitting on the curb and in the street.  Bilbrey was reported to have knocked out the front door window of the house and the resident declined to pursue charges the report states.  The officer who was first on scene advised other officers that upon his arrival, Bilbrey was walking down the street screaming and cussing.  After EMS treated Bilbrey for a cut on his hand, it was determined that he was intoxicated.  Bilbrey was then arrested for Public Intoxication.

*3:43pm-Brownwood Police received found property at the Law Enforcement Center, which was a Bank of America debit/credit card.  The name of the cardholder was not in the BPD database; therefore the card was placed into the BPD evidence room for safe keeping until the owner can properly identify and claim it according to the report.

*4:41pm-Brownwood Police were called to 315 block of E. Commerce, Big Lots, regarding a hit and run.  According to the report, black paint transfer was noted on the complainant’s vehicle on the driver’s side back quarter panel.  There were no suspects at the time of the report.

*5:40pm-Brownwood Police were dispatched to the 300 block of Maple Street regarding a report of assault and theft.  According to the report, the reporting party stated that her sister had been assaulted at a party.  Police made contact with the victim who stated she was assaulted by a known suspect the report states.  The victim also reported that a wallet had been stolen out of her purse by an unknown suspect according to police.  The wallet was reported by the complainant to contain her Texas driver’s license, Social Security card and $500 cash.

*9:11pm-Brownwood Police were called to the 600 block of 5th Street regarding criminal mischief.   The complainant did wish to pursue charges if the suspect was found.

*10:51pm-Brownwood Police were called to the 1700 block of 4th Street regarding a possible stolen vehicle.  According to the report, officers met with the complainant, 30-year-old Linley Rinehart, who stated her boyfriend, Antonio Alexander, had stolen her vehicle.  She did not want to pursue charges, but did want her vehicle returned the report stated.  According to police, after further investigation police determined that the complainant had given permission to her boyfriend to borrow the vehicle; however changed her mind and wanted it back.   This led to the arrest of Rinehart for False Report to a Peace Officer and also for an outstanding warrant.  The boyfriend also had a warrant for his arrest and the complainant did not want him to get arrested.   After the vehicle was located, further investigation led to the charge of False Report to a Peace Officer being changed to Hindering Apprehension the report states.

*Texas Department of Public Safety arrested 59-year-old Linda Gayle Krehbiel for Driving While Intoxicated.

*Brown County Sheriff’s Office arrested 22-year-old Logan Hall Watt for Tampering/Fabricating Physical Evidence, Possession of Marijuana less than 2 oz, and Purchase/Furnish Alcohol to a Minor.

Monday, March 21

*12:23am-Brownwood Police were called to the 1700 block of 4th Street regarding a civil matter.  The reporting party, identified as 36-year-old Antonio Alexander, told officers that he had lied about his name on an earlier traffic stop and that he had a warrant for his arrest the report states.  The subject was arrested and charged with Failure to Identify Fugitive.

*Brown County Sheriff’s Office arrested 27-year-old Amy Ann Gilmore for Possession of Marijuana.

*Brown County Sheriff’s Office arrested 19-year-old Zachary Higgins of Abilene for Possession of Marijuana.

*Brown County Sheriff’s Office arrested 26-year-old Erin Lynelle Nelson for Possession of Marijuana and Possession of a Controlled Substance.

All arrestees are innocent until proven guilty in a court of law.
