Wednesday, February 18

*3:00 PM – Brownwood Police were dispatched to Walmart regarding theft.  According to the report, the loss prevention employee reported that on February 11th, at approximately 10:00 a.m., he was advised by a Walmart associate that someone had left the store through the fire exit and it was believed that a theft had occurred.  Surveillance video was reviewed and the incident was found, which showed items totaling $1467.64 were stolen from the store, the report states.  The incident is believed to be connected to a theft in San Angelo; however, no other information on the suspect is available at this time, according to the report.   Items stolen in the incident included three televisions and two blu ray DVD players.

*3:15 PM – Brownwood Police received a report of theft from the loss prevention employee at Walmart.  According to the report, a loss prevention association stated that a female association told him that she believed she had witnessed a male subject commit the theft of a tool set valued at $29.97 on January 23rd, at approximately 8:15 a.m.   Surveillance video was located of the incident and the suspect was unknown, the report states.

*6:02 PM – Brownwood Police were called to Walmart regarding theft.  A female was issued a citation for theft less than $50.

*8:57 PM – Brownwood Police were called to the 1500 block of Austin Avenue regarding an attempted robbery.

*9:03 PM – Brownwood Police responded to the 2100 block of 9th Street regarding a reported robbery.

*10:47 PM – Brownwood Police were called to the 300 block of Bluffview regarding a burglary.  According to the report, the victim was sitting at home when an unknown male subject kicked the door in at the residence.  The unknown male fled the scene before officers arrived, the report states.  An investigation is ongoing.

Thursday, February 19

*12:01 PM – Brownwood Police were dispatched to the 1300 block of 13th Street regarding theft.  According to the report, the suspect allegedly took money orders from the complainant which she was going to use to pay her rent.  The suspect has been identified, the report states.

*12:05 PM – Brownwood Police were dispatched to the 3400 block of US Hwy 377 South regarding the theft of gasoline.  According to the report, $10 worth of gas was stolen and a suspect has been identified.

*12:23 PM – Brownwood Police were called to Walmart regarding theft.  According to the report, a loss prevention employee reported that an employee had stolen $345.02 worth of goods over a period of four days.

*12:36 PM – Brownwood Police were dispatched to Walmart regarding theft.  According to the report, a female subject had stolen items from the store.  This call led to a citation being issued to the female for theft less than $50.

*1:08 PM – Brownwood Police were dispatched to the 600 block of Fisk Avenue regarding an assault.  According to the report, a female complainant reported that she was assaulted by another female.

*1:51 PM – Brown County Sheriff’s investigators were working as a drug interdiction unit, when they noticed the suspect, 47-year-old Billie Ray Skaggs, driving a black passenger vehicle while he was known to have a suspended license on Avenue H.

According to the report, after Skaggs failed to signal a turn onto 2nd Street, a traffic stop was initiated; however, Skaggs  failed to stop, speeding away to evade the officers.  He was observed driving at a high rate of speed and turned into a parking lot, where he was seen throwing a plastic baggie out of the window, the report states.  One of the BCSO investigators got out of the patrol unit to find the baggie while the other continued the pursuit, eventually taking Skaggs into custody.

The investigator searching for the baggie located it and found that it contained a large amount of methamphetamine, 4.5 grams including packaging.  Skaggs was in possession of methamphetamine within 1000 feet of the Brownwood Infant and Toddler Head Start, the report states.  He was subsequently arrested, charged with  manufacture delivery of a controlled substance penalty group 1 equal or greater than 4 grams less than 200 grams in a drug free zone, evading arrest or detention, driving while license invalid, and tampering with or fabricating physical evidence.

*2:30 PM – Brownwood Police were called to the 2000 block of Brady Avenue regarding the burglary of a building.  The complainant stated that several valuable items were taken from their unit in the last several weeks, according to the report.  Two possible suspects were named, the report states.

*5:53 PM – Brownwood Police were dispatched to Walmart regarding theft.  According to the report, suspect 22-year-old Ashley Fulcher of Brownwood was arrested for theft greater than $50 less than $500 and fraudulent destruction removal or concealment of writing.

*10:01 PM – Brownwood Police were called to the 2000 block of Austin Avenue regarding domestic violence.  According to the report, the victim was transported to the Brownwood Regional Medical Center emergency room for treatment.  The suspect fled the scene and is still at large, the report states.  An investigation is ongoing, according to police.

*11:51 PM – Brownwood Police made a traffic stop in the 400 block of E. Commerce for a vehicle driving without no headlights activated.  This call led to the arrest of 23-year-old Jarrett Ezell Jackson of Round Rock, Texas for possession of marijuana less than 2 ounces.

*Brown County Sheriff’s Office arrested 35-year-old Paras Bhaget of Denton, Texas on a warrant related to motion to revoke/driving while intoxicated with child.

*The Brownwood City Marshal arrested 44-year-old John Richard Demyan III of Brownwood on a Taylor County warrant related to theft by check.
