Law enforcement arrests and reports released Thursday, February 16, 2012.
Tuesday, February 14
*2:21pm-Brownwood Police responded to the report of a dog bite in the 2500 block of Vincent. According to the report, the complainant stated that a large black and brown dog with no tail was in his back yard attacking his two small dogs. The complainant explained that as he got the dog away from his two dogs, the large dog bit him on the left arm and both hands, according to the responding officer’s report. Evidence of the bites were seen on his arms, puncher marks on the top and bottom of his forearm, one on the palm of his left hand, and one on his right hand between his thumb and index finger. The complainant stated that he would be going to his doctor for treatment and would take his dogs to the veterinarian for their injuries, the report states. The complainant also wishes for the owner of the dog to pay for the medical expenses caused by the attacks. Officers explained that the reimbursement for medical expenses is a civil matter. Because the animal’s vaccination records were current, the owner of the large dog was informed that he had two options, to either quarantine the animal or have it put down and test its remains for rabies. According to police, the owner chose to have the animal put down and tested.

*1:36pm-Brownwood Police were called to Ace Cash Express, where two individuals were attempting to cash a check on a closed account. According to the report, the two were identified as 36-year-old David Allen Elliott and 22-year-old Wendy Ann Lowery of Rochelle. Police reports state that Elliott and Lowery were attempting to cash the check on the closed account with an identification belonging to another person who had reported it stolen. Both Elliott and Lowery were arrested on charges of Fraudulent Use/Possession of Identifying Information. According to reports, another subject with them, identified as 45-year-old Cynthia Torrez Castenuela, was found to be in possession and used methamphetamine and all three were arrested and charged with Possession of a Controlled substance Penalty Grade 1, less than 1 gram.
*8:55pm-Brownwood Police were dispatched to the 1400 block of Coggin Avenue, at a convenience store, for a suspicious subject. According to the report, witnesses stated that the man had been knocking on car windows at the intersection of 2nd Street and Coggin Avenue and that he appeared to be intoxicated. The male, later identified as 33-year-old Kelly Scott Stewart, was located and arrested for Public Intoxication.
*9:49pm-Brownwood Police were called to the 500 block of Penn Street regarding a runaway juvenile. According to the report, the juvenile was not due to return until 10:30pm this date, so the complainant was advised to call police if the juvenile did not return. At 4:00am on February 16th, the complainant called dispatch and advised that the juvenile had not returned home, the report states. According to police, attempts to locate the juvenile have been unsuccessful and the juvenile has been listed as a runaway. No identity of the juvenile was released as of Thursday morning.
*Bangs Police arrested 36-year-old Daniel Luis Hernandez for Driving While License Invalid.
*Early Police arrested 26-year-old Lupe Conrado Villarreal for Driving While Intoxicated and Driving While License Invalid with Previous Convictions.
All arrestees are considered innocent until proven guilty in a court of law.
