Police arrested a man who is accused of exposing himself in public at local businesses.
Early Chief of Police David Mercer reports that EPD officer Amanda Williams was called to Heartland Mall at approximately 6:00 p.m. Thursday regarding a male subject exposing himself to females and small children.
According to Mercer’s report, Officer Williams spoke with the mother of an 8-year-old female victim who described the suspect after he exposed himself and followed the child around the mall for a short time. The young victim notified her mother who then called the police, the report states. The suspect had fled the mall before officers arrived, said Mercer.
The suspect then went to several businesses in Brownwood, including Big Lots and the Dollar Store where reports were made to the Brownwood Police Department regarding indecent exposure, Mercer explained.
Friday, while following up on the investigation, Brownwood Police responded to the call of the same type of incident occurring. Early Police Department, Brownwood Police Department and Brown County Sheriff’s Office searched the area for the suspect, who was eventually located in the Wal-Mart parking lot where he had exposed himself to a female, according to police.
The suspect, identified as Casey Clay Connelly of Coleman, was arrested on misdemeanor charges of indecent exposure, possession of a controlled substance penalty group 2A, and possession of drug paraphernalia while waiting on the felony warrant for indecency with a child. The warrant was served to Connelly by Detective McCoy at the Brown County Jail.
At that time, EPD Detective Mike McCoy went to the District Attorney to obtain a warrant for the incident that occurred at the mall the night before.
“It is unfortunate that during this time of year, individuals who prey on the young come out, which is why we continue to remind parents to be very mindful of where your children are and who is around them,” said Mercer. “Cases like this get full priority and great cooperation between agencies in order to locate and arrest these types of individuals.”
Casey Connelly was arrest by the Early Police Department in October 2009 for the same offense of indecent exposure which is a class B misdemeanor. Connelly was convicted and served his probation time.

Friday, December 14
*7:00 a.m. – An Early Police officer located an individual sleeping on the grass between the mall entrance and Taquito Millionario restaurant. According to the report, investigation revealed the subject, identified as 32-year-old Ricky Everett Phillips, was found to be intoxicated and was subsequently placed under arrest for public intoxication.
*2:00 p.m. – Brownwood Police were called to Wal-Mart regarding the theft of jewelry.
*3:10 p.m. – Brownwood Police made a traffic stop in the 1800 block of 1st Street. This stop led to the arrest of 17-year-old Dustin Jered Evans and 17-year-old Hunter D. Jackson each charged with possession of marijuana in a drug free zone, the report states.
*3:24 p.m. – Brownwood Police met with a complainant at the law enforcement center regarding theft. According to the report, investigation later revealed that the incident was a robbery. The male complainant stated that after he had taken an unknown subject to a residence on N. Greenleaf and saying “hi” to the unknown subject’s friends, the complainant began walking back to his truck. At this time the unknown male and his friends began yelling at the complainant, and it was at this time the complainant realized he had locked his keys inside his pickup, the report states. Out of fear, the complainant stated that he broke out his driver’s side window to gain access, opened his door and was then hit and knocked out, the report states. The complainant stated that when he came to, his gun and cell phone were missing, according to the report.
*3:24 p.m. – Brownwood Police were called to the 1400 block of Avenue G regarding a domestic disturbance which occurred during the night. The incident was documented with reference to assault family violence.
*11:15 p.m. – Brownwood Police made a traffic stop in the area of Cordell Street and W. Austin Avenue. According to the report, the driver, identified as 40-year-old Kenneth Holmes of Early, was found to be intoxicated. Holmes consented to a blood draw and was transported to Brownwood Regional Medical Center for a blood specimen collection, the report states. Holmes was arrested for driving while intoxicated.
*11:58 p.m. – Brownwood Police made a traffic stop in the area of Riverside Drive and Rush Street for failure to signal a turn. This stop led to the driver being issued a citation for open container.
Saturday, December 15
*11:14 p.m. – Brownwood Police were dispatched to the 3700 block of Savoy Drive regarding a citizens’ dispute. According to the report, the reporting party stated that her husband was just assaulted with a baseball bat and that he needed medical treatment. It was determined that the husband dove through the window of an apartment to assault an individual after first attempting to kick the front door open. Further investigation did not locate the baseball bat; however, interviews of each of the four people involved in the incident revealed that the caller and her husband, identified as 27-year-old Jimmy Sellers of Bangs, were involved in a domestic disturbance and when neighbors tried to intervene, it became violent. Sellers received a large cut on his head from diving through the window, was transported to the hospital for treatment, which required four staples in his head to close the cut, the report states. It was also noted by the officers that both male subjects were extremely intoxicated at the time of the incident, the report states. After being treated, Sellers was arrested and charged with burglary of a habitation with intent to commit assault and was being held at the Brown County Jail in lieu of $10,000 bond as of Monday morning.
*12:29 p.m. – Brownwood Police were called to the 3100 block of Milam Drive regarding a subject who appeared to be highly intoxicated and refused to complete his community service. This call led to the arrest of 18-year-old Richard Austin Ammons for public intoxication.
*1:35 p.m. – Brownwood Police were called to the 600 block of Center Avenue regarding the theft of license plates from the complainant’s vehicle.
*2:12 p.m. – Brownwood Police were dispatched to the 600 block of Avenue G regarding suspicious activity. According to the report, the caller stated that a juvenile girl had been burning several items outside her apartment. The officer observed some small burnt papers in two of the areas where the complainant advised the juvenile was burning items, the report states. The fire marshal was notified of the situation.
*3:46 p.m. – Brownwood Police were dispatched to Wal-Mart regarding found property. According to the report, two female juveniles found three $100 bills in the parking lot and turned them into store management. A short while later, the two went back into the store, asked for the money back and when store officials refused. One of the girls stated that her father was in law enforcement and would get him involved if the money was not turned over to them, according to BPD officials. Brownwood Police were then called and the money was turned over to officers for safe keeping.
*4:09 p.m. – Brownwood Police received a report via telephone regarding the theft of a motor vehicle from the complainant’s residence in 1700 block of Stewart Street.
*Texas Department of Public Safety arrested 23-year-old Myles Curtis Baker of Georgetown for possession of a controlled substance penalty group 1A less than 20 grams and possession of marijuana less than 2 ounces.
*Texas Department of Public Safety arrested 24-year-old Jordan W. Davis of Austin for possession of a controlled substance penalty group 1A less than 20 grams and possession of marijuana less than 2 ounces.
*Texas Department of Public Safety arrested 24-year-old Connor Koss of Waco for possession of a controlled substance penalty group 1A less than 20 grams and possession of marijuana less than 2 ounces.
*Brown County Sheriff’s Office arrested 48-year-old Doyle Gene Schulle of Dallas for driving while intoxicated.
*Brown County Sheriff’s Office arrested 28-year-old Fermin Valencia of Blanket for driving while intoxicated with child passenger.
Sunday, December 16
*1:00 a.m. – Brownwood Police were called to the area of Durham Avenue and Indian Creek regarding a reckless driver. The vehicle was located turning onto Austin Avenue and a traffic stop was made. This call led to the arrest of 28-year-old John David Green of Comanche for driving while intoxicated 2nd.
*1:59 a.m. – Brownwood Police were dispatched to the 1500 block of Davis Lane regarding a citizen’s dispute. According to the report, the female caller reported that another person was trying to fight her and that she had locked herself inside the bathroom after being kicked in the face.
*3:05 a.m. – Brownwood Police were called to the Brownwood Regional Medical Center emergency room regarding public intoxication. According to the report, Justin Talley Waldrip was arrested for public intoxication after he had been drinking, cut himself, and was cursing the ER staff along with an MHMR caseworker.
*8:30 a.m. – An Early Police officer made a traffic stop in the 1000 block of Early Blvd for a defective tail light. According to the report, while interviewing the driver, the officer asked the driver if there were any illegal drugs in the vehicle, to which the driver replied yes and stated that he had some marijuana. The driver, identified as 54-year-old Jimmy Trybon of Denton, was placed under arrest for possession of marijuana less than or equal to 2 ounces in a drug free zone.
*8:39 a.m. – Brownwood Police were called to the 1500 block of Durham Avenue regarding an assault. According to the report, the caller indicated she had been assaulted by her ex-husband who had left the scene. The suspect was located and stopped by a deputy; however at the time the caller did not wish to give any further information so the suspect was released. Approximately 30 minutes later, the caller decided she wanted to speak to an officer, the report states. An investigation determined that assault family violence had occurred; however the suspect could no longer be located.
*9:48 a.m. – Brownwood Police were dispatched to the 2700 block of Grey Fox Trail regarding the theft of copper wire.
*9:14 p.m. – Brownwood Police made a traffic stop in the 100 block of Market Place Blvd. for an expired motor vehicle registration. The driver was issued a citation for possession of drug paraphernalia.
*11:41 a.m. – Brownwood Police were called to the 100 block of Center Avenue regarding a domestic disturbance. According to the report, the caller had no visible marks; however, she gathered her belongings and left the scene.
*8:30 p.m. – Brownwood Police were dispatched to the 2200 block of Dartmore regarding an unwanted person. According to the report, the unwanted person was no longer on scene but was believed to have stolen the complainant’s Xbox 360.
*Brown County Sheriff’s Office arrested 21-year-old Timothy Glenn Bell for evading arrest, driving while intoxicated 2nd, resist arrest search or transport, and driving while license invalid. Bell is being held in lieu of bonds totaling $17,500.
*Texas Department of Public Safety arrested 28-year-old Charissa Chriesman of Eastland for driving while intoxicated 2nd.
