LECSmAn early Sunday morning traffic stop led to drug related arrests and a charge of endangering a child, according to law enforcement.

Early Police Department Officer Stephanie Brown stopped a vehicle pulling a trailer with no taillights in the 300 block of Early Blvd at approximately 4:45 a.m. on Sunday, January 19th.  The driver identified as 44-year-old Charles Burton Watson and passenger 20-year-old Rayla Dawn Rice both of Coleman stated they were moving from a house on Northline Drive in Early to Coleman, the report states.

According to the Early Chief of Police David Mercer, Rice and Watson appeared very nervous while talking to officers who questioned why the couple was moving during the middle of the night and why they were so nervous. Officers obtained permission to search the vehicle and offered Rice a warm place to sit in a patrol car while she and her 3-year-old son waited, Mercer reported.  When Rice was moving into the patrol car, she dropped two plastic zip-lock baggies containing what later field tested positive as methamphetamine.  Rice admitted to removing the meth while getting out of the vehicle so officers wouldn’t find it; however, she dropped it while trying to put her son in the patrol car, according to the report.

Other drug paraphernalia including a glass smoking pipe and dirty syringes were located in the vehicle and on Rice and Watson’s person, Mercer said.

Both Rice and Watson were arrested; Watson was charged with possession of a controlled substance penalty group 1 less than 1 gram and abandon/endanger child criminal negligence, while Rice was charged with possession of controlled substance and tampering with evidence.

The 3-year-old child was released to Child Protective Services caseworkers who responded to the scene.

*12:17 PM – A Brown County Deputy was dispatched to a residence in the area of Lakeshore Drive in May regarding a domestic disturbance.  The victim stated that her son had threatened to kill her after an argument, the report states.

*1:19 PM – Brownwood Police were dispatched to the 1100 block of High Mesa Drive regarding theft.  According to the report, the complainant stated that an MP3 player had been taken from her vehicle by an acquaintance who refused to return it and has stopped answering his phone.

*7:24 PM – Brownwood Police were called to the 3400 block of South US Hwy 377 regarding theft.  According to the report, an employee reported that a female had pumped $30.44 worth of fuel but only paid $15.  The suspect stated that she would return to the store with more money to pay for the rest of the fuel; however, she never returned.  The store wished to pursue charges, the report states.

*9:19 PM – Brownwood Police made a traffic stop in the area of Austin and Wood Avenues regarding defective taillights.  According to the report, a traffic stop was initiated resulting in the arrest of the driver, identified as 27-year-old Arthur Lopez, for possession of a controlled substance penalty group 1 less than 1 gram.  Lopez received a warning for the defective equipment, the report states.

*11:22 PM – Brownwood Police received a report of an assault.  According to the report, the complainant stated that she was assaulted by three men in a black car who were drunk and leaving the Oasis, a local bar/club, located in the 1000 block of W. Commerce.

*A Brown County Sheriff’s deputy was dispatched a residence on County Road 264 regarding an assault.  When the deputy arrived, it was made apparent that the caller, 36-year-old Kimberly Rene Collazo, was actually the aggressor in the altercation, the report states.  After an investigation, the deputy placed Collazo under arrest for assault causes bodily injury family violence and transported her to the Brown County Jail with no further incidents.

*Early Police arrested 28-year-old Alisha Gail Byrd for credit card or debit card abuse and on outstanding warrants related to violate promise to appear, failure to maintain financial responsibility and no driver’s license.

*Brownwood Police arrested 29-year-old Derek Elmore on a parole violation.

*Brownwood Police arrested 45-year-old Martin Mata for assault causes bodily injury family violence.

*The Brownwood City Marshal arrested 23-year-old Jason Murray of Bangs on a warrant related to theft.

*Brown County Sheriff’s Office arrested 19-year-old Cheryl Jane Wilson on a Tarrant County warrant for theft of property equal or greater than $50 less than $500.

Saturday, January 18

*12:16 PM – A Brown County Sheriff’s deputy was dispatched to 100 block of 5th Street in Blanket on a report of animal cruelty.  According to the report, upon the deputy’s arrival, a total of 6 dogs were observed chained up in the front and side yards of the residence.  The deputy reported that only one dog had food, water, and shelter; three other dogs had no food; and 2 others had no water.  Also observed was a white miniature horse that did have water, but had no food or shelter.  The deputy contacted the animals’ owner who corrected the deficiencies the deputy had observed.

*8:27 AM – Brownwood Police were dispatched to the 1800 block of 8 ½ Street regarding the theft of a bicycle.  According to the report, a purple Huffy bicycle was taken from the front yard of the residence.

*8:41 AM – Brownwood Police were called to the 1200 block of Willis Street regarding an assault.  According to the report, the complainant stated that she had been assaulted by her brother and that she did wish to pursue criminal charges against him for the alleged assault.

*8:52 AM – Brownwood Police were called to the 2300 block of 1st Street regarding the theft of a motor vehicle.  According to the report, the victim stated that his 1993 extended cab Ford pickup had been taken without his consent between the hours of 1:00 a.m. and 8:30 a.m. on this date.  The victim stated that his keys had accidentally been left in the ignition, the report states.  The vehicle was further described as having a “Cowboy Nation” sticker on the front window and Dallas Cowboy helmet sticker on the rear window with the name “Jason” underneath it, the report states.

*10:58 AM – Brownwood Police were dispatched to the 1600 block of Oakland Terrace regarding a hit and run accident.  According to the report, the complainant stated that she had been involved in a vehicle crash with a pickup and the other driver fled the scene without providing any personal information.  The complainant did wish to pursue criminal charges if the suspect could be identified, the report states.

*2:08 PM – Brownwood Police officers observed 30-year-old Michael Lee McAnn, a wanted subject, driving a red extended cab pickup and initiated a traffic stop in the 1500 block of Coggin Avenue.  According to the report, McAnn was known by the officers to be wanted on a Brown County warrant for fleeing the scene of an accident with greater than $200 damage to vehicle.  After the warrant was confirmed, McAnn was arrested for the outstanding warrant and for driving while license invalid with previous conviction/suspension/without financial responsibility.

*3:49 PM – A Brownwood Police officer observed a male subject walking near the Brown County  Jail, and after speaking with him, placed the male, identified as 40-year-old Robert Wayne Thomas, under arrest on an out of county warrant and for public intoxication.

*5:44 PM – Brownwood Police responded to the 1400 block of Austin Avenue, Brookshire’s grocery store, regarding theft.  According to the report, a female subject was identified and issued a citation for theft less than $50 and for possession of alcohol by a minor.

*38-year-old Dale Wayne Cantrell turned himself in on a warrant for driving while intoxicated.

*Brown County Sheriff’s Office arrested 60-year-old Gary Lewis Collins on a warrant related to speeding.

*Early Police arrested 48-year-old Maria Delores Robledo of Early for driving while license invalid and duty on striking fixture.

*Brownwood Police arrested 33-year-old Tyrhonda Lynn Leonard Satberry on a warrant for assault causes bodily injury.

*Bangs Police arrested 36-year-old Joe Henry Smith of Fort Worth for driving while license invalid.

Sunday, January 19

*6:36 AM – A Brown County Sheriff’s deputy was dispatched to 9300 block of West US Hwy 67 in Brownwood regarding an assault on a male subject by his wife. According to the report, upon arrival to the residence, the deputy made sure both parties did not need medical attention, and then proceeded to find out what happened between the two people involved by interviewing each of them separately.  Both subjects were intoxicated and a verbal argument had escalated into a physical confrontation, the report states.  No injuries were observed and neither party wished to file charges.  A report regarding the incident was completed.

*9:21 AM – Brownwood Police were called to the 1600 block of 8th Street regarding theft.  According to the report, the complainant stated that someone had entered his home sometime during the past week and stole several of his personal belongings.

*11:27 AM – Brownwood Police were dispatched to the 2300 block of Vincent Street regarding a hit and run accident.  According to the report, the complainant stated that an unknown subject struck his vehicle late Thursday night or early Friday morning.  There was no suspect information available at the time of the report.

*12:46 PM – Brownwood Police spoke with a complainant via telephone regarding criminal mischief which happened in the 1000 block of W. Commerce Street.  According to the report, the complainant stated that someone had “keyed” her vehicle (most likely) while she was parked at a local night club between 9:30 p.m. Saturday and 12:40 a.m. Sunday.

*Brown County Sheriff’s Office received a report of fraud.  According to the report, the complainant stated his social security (SSI) benefits for February 2014 have been suspended due to his social security number being reported by an individual who is currently incarcerated in the Santa Clara County, California Jail.  The complainant stated that he has never been arrested and has never been to California, the report states.

*Texas Department of Public Safety arrested 37-year-old Jason Roy Apple for driving while intoxicated blood alcohol content equal to or greater than 0.15.

*Texas Department of Public Safety arrested 48-year-old David Odell Aston of Lubbock for possession of marijuana less than or equal to 2 ounces in a drug free zone and driving while intoxicated/open alcohol container.

*Texas Department of Public Safety arrested 26-year-old John Anson Swan of Austin for possession of marijuana less than 2 ounces and unlawful carrying weapon.

*Brownwood Police arrested 27-year-old Justin Weiershausen of Blanket on a warrant related to motion to adjudicate/manufacture delivery of a controlled substance.

Monday, January 20

*1:22 PM – Brownwood Police were dispatched to the 500 block of E. Commerce regarding the burglary of a coin operated vending machine.

*8:42 PM – Brownwood Police made a traffic stop in the 2500 block of Avenue C.  According to the report, during the stop, a small quantity of methamphetamine was located.  53-year-old Debra Jo Herndon, a passenger in the vehicle, was arrested for possession of a controlled substance penalty group 1 less than 1 gram.

*Brownwood Police arrested 39-year-old Rogelio Deltoro, Jr. for driving while intoxicated 2nd.

*Brown County Sheriff’s Office arrested 37-year-old Jeremy David Diaz of Fort Collins, Colorado on a warrant related to class C theft.

*Brown County Sheriff’s Office arrested 67-year-old Joseph Diaz, Jr. of Fort Collins, Colorado for theft of property equal or greater than $20 less than $500 by check.

*Brown County Sheriff’s Office arrested 21-year-old Devan Ray Nunez of Santa Anna on warrants related to disregarded stop sign and violate promise to appear.

*Bangs Police arrested 32-year-old Michael Paul Forbess for possession of a controlled substance penalty group 1 less than 1 gram and prohibited weapon-knuckles.

*Bangs Police arrested 28-year-old Sammie Celes Foster for possession of a controlled substance penalty group 1 less than 1 gram.

* Brown County Sheriff’s Office arrested 37-year-old Rafiel Daniel Soto of Austin for possession of a controlled substance penalty group 3 less than 28 grams and possession of marijuana less than 2 ounces.
