Brown County Sheriff’s office arrested two people over the weekend on drug charges after a traffic stop. A Brown County Sheriff’s deputy stopped a vehicle at 4:26 PM on Sunday, October 6th for displaying cancelled license plates. According to the report, during the stop, the passenger provided a false name and date of birth which were not consistent with the physical description of the passenger. The deputy confronted the passenger about the lie and she admitted her identity as Savanna Havner, the report states.
According to the deputy’s report, the driver also gave a false name and date of birth; however, the deputy learned his true identity, 36-year-old Lou Michael Royal of Sweetwater, by discovering a TDCJ offender card with his picture on it in the vehicle during a consent search. Royal’s license was currently expired and not eligible, and he was not able to provide the deputy with proof of financial responsibility, the report states.
Also found during the search were several items of methamphetamine smoking, packaging, and distribution along with several baggies of methamphetamine which had a total weight of 3.1 grams, the report states. Numerous marijuana smoking pipes, 10 pills of Alprazolam, 10 pills of Clonazepam, 6 pills of Seroquel, and 1 pill of Buspirone Hydrochloride, which require a prescription to possess that Havner did not have, were also located during the search according to the report. Also found in the vehicle was a video camera which Havner had recorded herself smoking methamphetamine using a pipe that the deputy had discovered in the vehicle, the report states. The date of the video was the same date as the date of the traffic stop the deputy reported. Havner was arrested for manufacture/delivery of a controlled substance penalty group 1 less than 4 grams in a drug free zone. Royal was also charged with manufacture delivery of a controlled substance penalty group 1 less than 4 grams in a drug free zone, failure to identify – give false information, and possession of a dangerous drug and additionally with driving while license invalid/failure to maintain financial responsibility. No bond amount had been set for either Havner or Royal of Monday morning.

*1:00 PM – Brownwood Police were dispatched to the 2500 block of Durham Avenue regarding criminal mischief. According to the report, the complainant stated that an unknown subject had damaged the magnetic sign on the driver’s side door of his pickup truck. The investigation is ongoing, the report states.
*6:51 PM – Brownwood Police were called to the 2600 block of Crockett Drive regarding the burglary of a vehicle and fraudulent transfer of a vehicle. A suspect was named and the investigation is ongoing, according to the report.
*7:11 PM – A Brownwood Police officer was flagged down in the 2100 block of Avenue E regarding reckless driving. According to the report, the complainant stated that an unknown subject was driving recklessly through his neighborhood and threatened to kill him when he confronted the subject about this behavior.
*9:59 PM – Brownwood Police responded to the 3900 block of Countryside Drive regarding an assault. According to the report, the complainant stated that she was assaulted by her ex-boyfriend.
Friday, October 4
*8:04 AM – Brownwood Police were called to the 2600 block of Vincent Street regarding the burglary of a vehicle. According to the report, the complainant stated that her vehicle had been burglarized during the overnight hours.
*9:30 AM – Brownwood Police were called to the 2800 block of Southside Drive regarding theft. According to the report, the complainant stated that a friend had borrowed her vehicle the day before and had taken $196 from the center console. Criminal charges for the theft are being pursued, the report states.
*5:25 PM – Brownwood Police were called to the 100 block of Market Place Blvd. regarding the theft of a black plastic tailgate end cover.
*9:00 PM – Brownwood Police were dispatched to the 2100 block of Elizabeth Drive regarding the burglary of a habitation. According to the report, forced entry was made into the residence and various electronic equipment including televisions, a laptop computer and three high powered pellet guns were taken during the burglary.
*11:45 PM – A Brown County Sheriff’s deputy made a significant arrest on drug charges after stopping a vehicle on Hwy 183 South for a speeding violation. According to the report, after an investigation was conducted, it was found that the driver, identified as 28-year-old John Simon Armendarez of Mullin, was in possession o f a baggie containing 28.6 grams of methamphetamine. The contraband had been located in a lock box behind the center console in between the driver and passenger seats of the vehicle, the report states. Also found during the search were a large diver’s knife that was stuffed next to Armendarez and a set of brass knuckles in the center console, the report states. The search was conducted after Armendarez initially denied consent and a K-9 unit was deployed, alerting on the vehicle. Armendarez was arrested and charged with manufacture/delivery of a controlled substance penalty group 1 greater than 4 grams less than 200 grams in a drug free zone, unlawful carrying of weapon, and prohibited weapons. The passenger, identified as 26-year-old Lisa Marie Little of Brownwood was also arrested, charged with manufacture/delivery of a controlled substance penalty group 1 greater than 4 grams less than 200 grams in a drug free zone. Armendarez was being held in the Brown County Jail lieu of bonds totaling $55,000 as of Monday morning. Little was released on $10,000 bond.

Saturday, October 5
*12:54 AM – Brownwood Police were dispatched to the 400 block of E. Commerce, What-A-Burger, regarding a hit and run accident. According to the report, there was minor damage to the victim vehicle and the subject responsible for the accident had fled the scene prior to officers’ arrival. Witnesses described the suspect vehicle as a silver Chevrolet Tahoe, but no license plate was provided, the report states.
*1:20 AM – Brownwood Police were called to the 500 block of E. Commerce regarding a “suspicious” call. According to the report, once officers arrived, it was determined that an assault had taken place at the parking lot of a business and the suspect was gone upon officers’ arrival.
*3:33 AM – Brownwood Police were dispatched to the 2400 block of Avenue D regarding a domestic disturbance. According to the report, the complainant and her roommate along with her sister were having a barbeque and drinking a few beers when they began talking about Obamacare, which led to an argument over racial slurs. The complainant stated that the argument escalated to where she felt threatened by her roommate and her roommate’s sister and that she hit her roommate in an attempt to defend herself, the report states. The roommate; however, advised that the complainant assaulted her several times without reason causing her nose to bleed, according to the report. A report for assault with injury was taken and will be forwarded for possible prosecution according to police.
*10:55 AM – Brownwood Police were called to the 1600 block of Porter Street regarding a domestic disturbance. According to the report, a juvenile reported that her father had assaulted her at a Brownwood residence two weeks ago. CPS was contacted and responded to the scene and the incident was documented, the report states.
*2:07 PM – Brownwood Police responded to the 1700 block of Vincent Street regarding stolen property. The complainant stated that a ring had been stolen from her property.
*8:45 PM – Brownwood Police were dispatched to the 200 block of W. Commerce regarding a suspicious male subject pushing a Wal-Mart cart full of items. According to the report, officers observed the male loading the items in a vehicle at a nearby convenience store. A traffic stop was conducted and the subject was identified and questioned, the report states. The male could not provide a receipt and stated he had thrown it away according to police. The subject, identified as 48-year-old Jimmy William McElhaney Jolly, was detained and followed officers back to Wal-Mart, where surveillance video determined that he had passed all points of sale without purchasing any of the items located in the vehicle. Jolly was placed under arrest for theft of property equal of greater than $50 less than $500 and was issued a criminal trespass warning for Wal-Mart.

Sunday, October 6
*8:37 AM – Brownwood Police were called to the 4200 block of US Hwy 377 South regarding the burglary of a vehicle.
*1:44 PM – Brownwood Police responded to the 2500 block of Durham Avenue regarding harassment. According to the report, the complainant stated that he was being harassed by two of his former business clients.
*Texas Department of Public Safety arrested 26-year-old Darrell Wayne Blake II for driving while license invalid with previous conviction/suspensions without financial responsibility.
Monday, October 7
*12:28 AM – Brownwood Police were dispatched to the 1700 block of Main Blvd. regarding an assault. According to the report, a 39-year-old male advised that his girlfriend’s 26 and 23-year-old sons had assaulted him in retaliation for his infidelity, which had been reported on the front page of the Brownwood Bulletin.
