The Early Police Department along with federal agents from the Defense Criminal Investigative Service executed a federal search warrant at an apartment in the 1000 block of Early Blvd in Early on Wednesday morning.
The residence searched is the home of 41-year-old William Kelcy, former Rising Star Chief of Police, who was fired from the position after alleged misconduct in a unanimous vote of the Rising Star City Council in January of this year according to a previous article from Abilene Reporter News. Kelcy had served five years in the position.
According to a press release from Early Chief of Police David Mercer, the search warrant was a result of an investigation conducted by the DCIS involving the 1033 program that supplies law enforcement with surplus military equipment. While executing the search warrant officers found a small quantity of what appeared to be methamphetamines along with some paraphernalia in the residence, Mercer stated. Officers field tested the drugs which tested positive for methamphetamine, said Mercer.
William Kelcy was arrested for possession of controlled substance in drug free zone and possession of drug paraphernalia.
Kelcy is currently being held in the Brown County Jail, no bail had been set as of Wednesday morning.
