Brownwood firefighters and EMS were recognized for their lifesaving skills and dedication during the Brownwood City Council on Tuesday morning.
According to Brownwood Fire Chief Del Albright, Brownwood Fire Department and Lifeguard EMS personnel were dispatched to a cardiac arrest which involved electrocution on July 20, 2016.“Upon arrival, firefighters/EMT-Intermediates Jesse Castillo and Phillip Foix observed an unconscious male and a citizen performing CPR. Castillo and Foix quickly and skillfully assessed the patient and began lifesaving Advanced Life Support (ALS) procedures,” said Albright. “Upon Lifeguard’s arrival, their paramedics integrated professional and seamlessly with Castillo’s and Foix’s efforts without interruption. As Lifeguard’s paramedics took over patient care decisions, BFD and Lifeguard personnel worked in unison toward the common goal of saving this patient’s life.”
The efforts of all personnel on scene that day are responsible for the positive outcome, where the patient was able to survive this incident, according to Albright. He explained how well that the first responders in our area cooperate with each other.
“This incident and actions by all personnel, highlight the effectiveness of our current Emergency Medical system,” said Albright. “As Fire Chief, I am extremely proud of Castillo and Foix. They exude the professionalism, knowledge and skills we all strive to accomplish in providing excellent emergency services to the community.”
Albright then presented the Brownwood Fire Department’s Meritorious Service Award to both Jesse Castillo and Phillip Foix, recognizing their part in saving this life on July 20, 2016.
Lifeguard-Brown County EMS Chief Chris Furry also recognized EMS personnel who participated in this incident as well as others who worked a similar emergency that was out in the county, presenting them with Certificates of Recognition. Those receiving the certificates included Heath Bumpous, Jackie Crumley, Rick Coleman, Christina Norman, Cheyene Beasley, Darla Biggerstaff and Krystane Estes.

In other matters on Tuesday’s agenda:
*Council approved revision and updates to the landfill planning document and authorized the city manager to execute a contract and approve any changes necessary to complete the update. According to Assistant City Manager Tim Airheart, this document will help the city forecast the future amount waste fill of the current and future cells at the landfill. The estimated cost to prepare the landfill planning document revisions is estimated to be $15,000, which includes revising landfill planning drawings to account for the waste fill received since 2010 as well as the excavation that has occurred, based on aerial survey data. The money for this project is included in the 2016/2017 Landfill budget, according to Airheart.
*Council passed an ordinance on first reading amending the FY 15/16 City off Brownwood budget for 14 year-end amendments. To expenditures totaling $136,138 and one to revenue totaling $83,003 resulting in a net increase to the budget of $53,135.
*Council authorized the Mayor’s signature on the Lexis Nexis Claims Solutions, Inc. Law Enforcement Agreement and Order No. 1 eCommerce Services to provide for online sales of motor vehicle crash reports and authorize the charging of a fee for obtaining online motor vehicle reports. Vehicle crash reports are currently available at Brownwood Police Department for a cost of $6 and will remain available for that cost by in person request and when requested by mail. The cost of the online reports will be $14, which includes an $8 fee. This online availability will significantly increase BPD’s efficiency in the Records Division, as the current process is time intensive, according to BPD Chief Terry Nichols. He explained that this digital process will allow reports to be more accessible to the community as well.
*Council approved a Chapter 380 agreement conveying assets received by the City arising out of the dissolution of the BEDC to the Brownwood Municipal Development District for economic development purposes.
*Council approved awarding the low bid, presented by Pruett Construction, for the construction of a metal storage building for recyclables at the Landfill and authorized the city manager to execute the contract and approve any change orders. The approximately 3100 sq. ft. building will be built on an existing slab (which dates back to Camp Bowie). It will be a basic shell construction with skylights only, no electric, plumbing or special roofing. Three local contractors were sent bid request invitations and the low bid received from Pruett Construction was for the amount of $43,200.
