According to Early Police Chief David Mercer, Officer Steven Means stopped a white Chevy Malibu for failing to signal properly late Saturday night. Mercer said that Officer Means smelled an odor of marijuana on the driver identified as 21-year-old Steven Navarro. Navarro and the 2 other occupants were all asked to step out of the car.
Officers searched the vehicle and located a baggie of marijuana and a baggie of white powder that field tested to be cocaine according to Mercer. Officer Means and Sgt Shawn Dibrell then learned that there were more drugs at an apartment on 13th street in Brownwood. Officers located more marijuana in the apartment after receiving search consent from Navarro.
Mercer said that officers were then led to another apartment where they located more marijuana, cocaine and drug paraphernalia. One apartment belonged to Steven Navarro and the other apartment was the residence of his brother, 21-year-old Mathew Navarro.
Mathew Navarro was arrested for Manufacture and delivery of Controlled substance under one gram and Manufacture and delivery of Controlled substance over 1 gram under 4 grams in a drug free zone.
Steven Navarro was arrested for No drivers license, Possession of marijuana over 4 oz, possession of controlled substance under 1 gram.
DPS Trooper Michael Sams assisted Officers is the search and arrest and Brownwood Police Department officers assisted in securing the residence.
