1.  Call to order and invocation

2.  Pledge of Allegiance

3.  Consideration of the minutes for the regular meeting held on February 11, 2014

4.  Citizen’s comments.  (The council invites citizens to speak to the Council on any topic not already on the agenda.  No Council action may be taken on these items.)

5.  Consider appointing new members to the City of Early Beautification Commission.

6.  Chief of Police to present Racial Profiling Report.

7.  Public Hearing to consider a request for a 6-foot variance, to the twenty-five (25) foot setback required in the City of Early Code of Ordinances, to construct a carport at 100 Autumn Drive.

8.  Consider request for a zone change from R-1, Single-family, to R-3, Multi-family, on 8-acres of property known as 130 Sudderth Drive and adopt an ordinance, if approved.

9.  Consider entering into an agreement with LaCosta Environmental, LLC to update the City of Early  Water Conservation and Drought Contingency Plan.

10.  Consider approving a resolution authorizing application for financial assistance from the Texas Water Development Board for sewer system improvements; requesting designation as a designated management agency; and making certain findings in connection therewith.

11.  Executive Session in accordance with the provisions of Chapter 551, Texas Government Code.
a.  Personnel, Section 551.074, discuss restructuring of Early Economic Development Corporation.
b.  Consult with attorney – pending litigation, Section 551.071, R&D Brownwood Development Company property.

12.  Reconvene into open session and consider action, if any, on items discussed in executive session.
a.  Consider restructuring of Early Economic Development.
b.  Consider instructions for City Attorney regarding R&D Brownwood Development Company.
