NoParkingAnnexThe Brownwood City Council approved the first wave of ordinances on Tuesday to prohibit parking on an area of Avenue D near Austin Avenue and on N. Greenleaf in front of the new Senior Citizens Center.

One ordinance will prohibit parking on the east side of N. Greenleaf between Baker and Malone Street.  This will be the side of the street directly in front of the Senior Center.  The city said that N. Greenleaf has a width of 33 feet.  Two-way traffic requires two 10 foot minimum width travel lanes and two 8 foot parking lanes for a total of 36 feet.  No parking along the front of the Senior Citizens Center building will also provide for a required fire lane.  Ample parking is provided in the parking lot of the Brownwood Coliseum.   Parking will still be permitted on the west side of N. Greenleaf.

The other ordinance looks to prohibit parking along both sides of Avenue D from Austin Avenue, southwest for 175 feet.  This area is between the Subway Restaurant on Austin Avenue and the proposed location of the new American State Bank Building.

The city said that Avenue D has a width of 32 feet in this area.  Two-way traffic requires two 10 foot minimum width travel lanes and two 8 foot parking lanes.  With numerous driveways on both sides, there will not be any curb section adequate for street parking.

The city will have to pass the second and third readings of the ordinances next month before they will become effective.  “No Parking” signs will then be posted in the areas.

In other city business covered in Tuesday’s city council meeting:

*City did final approval of zoning changes for an area in the 1200 block of Austin Avenue from a R-3 to a C-1.  The change was made for the future location of an American State Bank branch.  Final approval was also made to clarify a zoning ordinace.

*Council approved the purchase of a new police car for $20,422

*Council approved the termination of the current Coliseum concession contract with JT Enterprises.  Now seeking bids.

*Council approved the nomination of Mayor Stephen Haynes as a candidate for election to the TML Intergovernmental Employee Benefits Pool Board.

*Council ratified the mayor’s appointments of councilmembers Carl McMillian and HD Jones to the Meet and Confer Committee.

*Conventions and Visitor Bureau Director Sunni Holloway gave her quarterly report to the council.  She covered recent events, visitor statistics, and advertisements.  She also reported that hotel occupancy was down in the first quarter of 2010 by 2.5%.

*The city Financial Director Walter Middleton gave his budgetary control report and investment reports.   He noted that sales tax revenue was up 1.6% in July which will is the first increase in over a year and will figure favorably in the next fiscal budget that the city is currently working on.

*City Manager Bobby Rountree gave a report on the parks projects noting the heavy use of the Senior Citizens Center and the Family Aquatic Center.
