A public meeting is being held on November 24, 2015 at Early City Hall, located at 960 Early Blvd., Early, Texas 76802 to discuss the City of Early’s proposed project to construct a wastewater treatment plant approximately 1 mile south of Early at the intersection of CR 316 and CR 317.

The proposed project will involve the rehabilitation of an existing lift station and the construction of a new holding pond, a facultative lagoon, a stabilization pond, an irrigation holding pond, multiple center pivot effluent irrigation systems, and approximately 5,000 feet of 14” and 4,000 feet of 8” force main.

One of the purposes of this hearing is to discuss the potential environmental impacts of the project and alternatives to it.  The total estimated cost of the project is $8,365,000.  The estimated monthly sewer bill for a typical resident is currently $24.80.  A user rate increase of $1.75 is projected for the next fiscal budget year to finance this project.

This project involves construction in the 100-year-floodplain.  Alternatives to construction in a floodplain, potential impacts on floodplains and proposed mitigation measures will be addressed during the public meeting.

An application for financial assistance for the project has been filed with the Texas Water Development Board, P.O. Box 13231, Austin, Texas, 78711-3231.  An Environmental Information Document for the project has been prepared which will be available for public review at Early City Hall at 960 Early Blvd., Early TX, 76802 between the hours of 8 AM – 5 PM for 30 days following the date of this notice.  Written comments on the proposed project may be sent to the City of Early at 960 Early Blvd., Early, TX, 76802 or to the Texas Water Development Board.
