The City of Brownwood approved a contract with Sunbelt Pools and American Leak Detection at Tuesday’s meeting of the council to repair the Camp Bowie Aquatic Center.
According to Parks and Recreation Director David Withers, the Camp Bowie Family Aquatic Center was losing 4-5 inches of water per day. American Leak Detection (ALD) checked the pool for leaks before repairs were started because there were problems with gravel getting into the filter screen next to the circulation motor.
In November of 2015, ALD located leaks in several areas including the expansion joint at the deep end (will be covered by Sunbelt warranty); in the ceramic tile between zero entry and lazy river; cracks along wall next to south end lazy river steps; and ALD repaired the plaster failure in the zero entry area. In February of 2016, ALD located a problem where gravel was getting into the skimmer system. The problem was determined to be below the concrete decking between two skimmers that service the lily pad area and the lazy river. All other pool plumbing systems were checked out and were determined to be in good shape including the return system, drain lines, cleaner lines and other skimmer lines.
Withers stated that ground movement during the recent drought was causing a lot of problems with many pools in the area and likely contributed to the leaks at the aquatic center.
Sunbelt Pool, who completed the Aquatic Center on July 3, 2010, provided a quote through a Buy Board Contract (20% discount) in the amount of $10,250. A total expense of $3270 was incurred with American Leak Detection to inspect the Camp Bowie Family Aquatic Center for leaks twice. The total cost of the repairs will be $13,520. This expenditure was not budgeted. Authorization allows the council to spend the money from reserves and budget amendment will be presented to the council at the year’s end.In other matters on Tuesday’s agenda:
*Council approved acceptance of a settlement offer in the amount of $24,126.31 from Oncor resulting from a street light inventory and to authorize the Mayor to sign a Settlement and Release Agreement.
*Council approved renewal of a 5-year lease with Sharco for the Avaya Phone System and authorized the city manager to sign the agreement.
*Council authorized the city manager to sign a request for proposals (RFP) from the West Central Texas Council of Governments (WCTCOG) and the AAA (Area Agency on Aging) for October 2016 through September 2017 Congregate and Home Delivered Meals program. The was last requested June 16, 2014 and the new RFP is due March 16, 2016.
*Assistant Chief of Police James Fuller gave the summary of the annual Racial Profiling Report and stated that Brownwood Police Department was in full compliance with all the laws.
