The Brownwood City Council met today in their regular meeting to look at bids for city projects and to accept the final reading of the tax rate and budget.
They awarded the bid for construction of the Family Aquatic Center and bid for renovation of the Senior Citizens Recreation Center to Fain Construction Group out of Ft Worth.
The Fain Group was one of 10 bids considered by the council on the Family Aquatic Center. City Manager Bobby Rountree said that several of the bids were very competitive, but Fain Construction was the lowest bidder that met the qualification for the project. Their bid was for $1,672,137 for the construction with the city adding an ornamental fence and site furnishings such as lounge chairs, picnic tables, and ADA tables.
Bids for the bathhouse portion of the project is going back out for bids as all submitted bids came out higher than expected. The budget for the entire project is $2.2 million with a tentative completion date of May 29th, 2010
The city received 7 bids for the renovation project for a Senior Citizens Recreation Center, and they awarded the bid to the Fain Group as well. Their bid for the project was $627,875.
The city is going to be responsible for purchasing about $100,000 of kitchen equipment and for paving for additional parking for this project. The city may also replace the roof if enough money is left in the budget. There is $1 million budgeted for this projects thanks to state grants. The tentative completion date for this project is April 1st, 2010.
In other action today, the city council made final approval of the fiscal year budget and the levying of the 2009 property tax rate. They also passed an ordinance updating the salary, longevity pay, and certification pay for all Civil Service, Fire & Police officers.
-The council ratified an action of the Board of Trustees fo the Brownwood Firemen’s Relief & Retirement Fund changing their investment mix from 60/40 equities/fixed income securities to 65/35.
-The council also passed a resolution to request that the Brown County Commissioners pass a resolution to help the Senior Citizen Program apply for the Texans Feeding Texans Home Delivered Meal Grant. They expect the grant to be about the same amount as last year of $4000, but are not sure exactly what the final amount will be.
-The council approved an agreement with Texas A&M University to update the City’s Comprehensive planning documents. The plan update will include copying electronic forms along with charts and photos. Information will include current and future population, economic trends, and assess future trends. Project will cost $44,990 with half paid this budget year and the other half next budget year.
-Reports indicated that the Firemen’s Relief and Retirement Fund is actuarily sound.
-Rice & UT Dallas are coming to Brownwood to perform a disaster study. The focus of the study is how do citizens and public officials view natural disasters. They will have a meeting in the city council chambers on Friday. They will also be going around town asking residents to fill out questionnaires.
-Another reports presented was regarding applying for a grant sponsored by State Farm for an Arson K-9 program. This would give funds to purchase & train an arson dog for the fire department. The city is going to move forward with applying for the grant.
-The council also met in closed executive session. During the session, council members discussed the alcolhol permit for Food Plaza #9 (see full story here).
With regard to the Agreed Consent Order from the Texas Board of Professional Engineers, the Council authorized the City Attorney to modify the order to his satisfaction and authorized the City Manager to sign the modified order.
