An additional drainage study regarding the southeast portion of the city was approved by Brownwood City Council on Tuesday. The drainage area in the southeast portion of the city is within a designated 100-year flood plain that affects the city’s extraterrestrial jurisdiction.
A significant portion of the southeast section of the city of Brownwood, which lies beyond the Willis Creek 100-year flood plain, has a variety of drainage issues. Numerous ponds, drainage structures and ditches lie within the boundaries of FM 2126, 4th Street, Wood Avenue and Forest Hill.
This includes the subdivisions of Canyon Creek, Southgate East, Southgate, Southgate Place, Austin Heights, RM English, Woodland, Wordwood, Terrace Hill, Oakdale Terrace, Oakdale Acres, Oak Forest Estates, Oak Ridge Acres and Southgate Ranchettes.
The cost of this study is $7750 and it is estimated that it will take 10 weeks to complete.
Funds for the project are available from the Special Projects Fund. This fund was designated by the city council to be used for drainage projects across the city and was originally funded by refunds from the Corp of Engineers and the Texas Water Development Board for prior flooding and drainage studies. It currently has a balance of $128,673.
Although the extra territorial jurisdiction drainage area is not within the city, it is deemed necessary as it affects property within the city limits.
Other items on the agenda included:
*A Proclamation of April as Child Abuse Prevention and Awareness Month was issued. Members of CASA, Brown County Child Welfare Board and the Family Services Center were present to receive the proclamation. (Pictured above)
*A resolution was passed that urges citizens to pray for rain and proclaims Sunday, April 17th as the Day of Prayer for Rain. This resolution was requested of the council by the San Angelo Catholic Dioceses.
*An ordinance was passed on first reading establishing no parking along both sides of Trapp Street from North Fisk to Riverside Drive.
*An ordinance was passed on second and third/final readings establishing a handicap parking space and parallel parking along the 200 block of North Broadway between North Main Street and North Center Avenue.
*Council approved a 5-year lease agreement with Sharco for the Avaya Phone System. The current lease with Sharco expires in July. The current system is 5 years old and has experienced a variety of problems with it in the past couple of years. Line cards have been replaced, and the voice mail system has failed several times. The last incident was caused by a rolling power outage when the city lost the total system, which has not fully been recovered. Several city properties will be integrated into the system during the upgrade. It is projected the new system will also result in an annual savings of $1900.
*The report on the Parks Project was given by City Manager Bobby Rountree. The project is nearing total completion. A dedication ceremony is slated for Thursday, May 5th. Although the turf is not fully established, the ballpark will be utilized this season, with the girls’ softball playing the opening game on Sunday, May 22nd.
