According to Brownwood Police reports, officers responded to a call about a 16-year-old male breaking into a vehicle on Tuesday evening.  Communications told the officer that the subject had thrown a cover to a water meter through a vehicle window.

Reports stated that when the officer responded in the 1000 block of Vincent, several people were on scene and pointed him to a back yard, where the suspected teen was standing.  It was further reported that when the teen saw the police cruiser, he took off running and although commanded by officers to stop, the subject continued to flee.  The officer followed the subject in a foot pursuit according to the report.  The subject ran through the neighborhood, then thinking he had eluded the officer, attempted to run toward his own home, returning to the area where the incident reportedly happened.  There, he climbed up on a neighboring house’s roof and laid down.

The report noted that the officer had lost sight of the boy for a brief time, and then saw him lying on the roof.  According to the report, officers ordered the teen to come down and keep his hands out of his pockets, which at first he disregarded.  He eventually climbed down while facing the officers, using a ladder that was leaned against the house.  As he descended, the officer noted a clip-on knife in the boy’s pocket, the report stated.  As the boy neared the bottom of the ladder, he reached toward the pocket that held the knife.  The boy resisted being taken into custody which took other officers to help put him into handcuffs according to the report.

According to the report, the knife was confiscated and found to have been altered so that it opened with the flick of a wrist.  The report further noted that the subject was informed that he was under arrest for Evading Arrest/Detention, Resisting Arrest, Search or Transport and for Possession of a Prohibited Weapon.  Reportedly, officers noted his speech to be slurred and that he was having difficulty maintaining balance.  It was reported that they did not detect the smell of alcohol on his breath, however officers believed he had ingested some form of intoxicating substance.  Due to the subject having run across busy streets in the earlier pursuit, he was believed to be a danger to himself and others, and was also charged with Public Intoxication.

Reports noted that the owner of the damaged vehicle was interviewed; she said that she had seen the teen walking down the street and then for “no apparent reason”, he picked up the water meter cover and threw it through the back window of her suburban.  Reportedly, when she asked him why he did it, he stated that “he was mad.”

The report concluded, noting that the boy’s relatives came to the scene and were notified of the arrest.
