the agenda may do so at this time. The City Council may not deliberate on items

to the Council Chambers, stating your name, address, and topic of presentation.

11. Consent Agenda
A. Consider an Ordinance on 2nd and 3rd readings granting the closure of a 5-
ft. portion of the west side of the 60-ft. right-of-way of Johnson Street
between West Commerce and Burkett Street.
B. Consider an Ordinance on 2nd and 3rd readings electing to pay the full
minimum retirement contribution rate to the Texas Municipal Retirement
System (TMRS) to fully find the costs of pension benefits included in the
City’s plan.
C. Consider an Ordinance on 2nd and 3rd readings establishing one-way traffic
along Wilson Street, 50-ft. northwest of Carnegie Street to Hawkins
Street.
12. Ordinances and Resolutions
A. Consider a one reading Ordinance authorizing the issuance of the City of
Brownwood General Obligation Refunding Bonds; appointing pricing
officers and delegating to the pricing officers the authority to approve on
behalf of the City the selection of debt obligations to be refunded, the sale
of the bonds, the terms of the bonds and the offering documents for the
bonds; establishing certain parameters for the approval of such matters by
the pricing officers; approving the form of an escrow agreement and
paying agent/registrar agreement; engaging bond council; levying an
annual ad valorem tax for the payment of the bonds; and enacting other
provisions relating to the subject.
B. Consider an Ordinance on 1″ reading approving the FY 200812009 budget amendments.

16. Executive Session
The City Council may convene into a closed executive session in the Downstairs

A. Forfeiture and termination of the Brownwood Television Cable Service,
Inc. franchise agreement.
B. Alcohol Permit for Food Plaza #9 located at 2800 Southside Drive.
17. Action as a result of the Executive Session.
A. The City Council may accept the voluntary forfeiture and termination of
the Brownwood Television Cable Service franchise agreement.
