Several mayoral appointments to various boards and commissions were approved by Brownwood City Council on Monday along with a new Human Resource/Civil Service Director.
After 14 ½ years of service, Jo Ann Franke has decided to retire from the position of Human Resource Director. She will stay as part time help until March or April to help newly appointed HR/Civil Service Director David Dalleh settle into the new position.City Manager Bobby commended Franke’s work, “Jo Ann has done an outstanding job as HR Director and will be hard to replace.”
Dalleh was appointed at Tuesday’s council meeting after starting to work at the City of Brownwood in August on a temporary basis, according to Rountree. He noted that Dalleh has lived in Brownwood all of his life, graduating from both Brownwood High School and Howard Payne University. He and his wife Amber have been married for 6 years and have 3 children.
Rountree endorsed the appointment stating, “Dalleh has extensive experience in the HR/accounting field, having worked for Superior Essex, Prime Metal Building in Dublin McDermott Milner, LLC, and for Diamond P Enterprises on two different occasions. He is excellent on the computer and proficient in payroll, accounts payable, accounts receivable and etc.”
Rountree named some of the training Dalleh has completed such as the Texas Municipal Retirement System, Civil Service Law, employment law, the TLM-IEBP coverage along with a lot of on the job training.”

During Tuesday’s council meeting, Mayor Stephen Haynes appointed or reappointed the following people to the various positions on these boards/commissions:
Airport Board: Brad Locker, Carter Sharpe, and Sam Stewardson were appointed to two year terms ending December 31, 2015.
Audit Committee: Bill Blagg was appointed to a three year term ending December 31, 2016.
Brown County Appraisal District: Carl McMillan was appointed for the terms of 2014-2015.
Building & Standards Commission: Jerry Don McSwain was reappointed along with newly appointed member Fred Kelly, and alternate member Larry McBride, each to serve three year terms ending December 31, 2016.
Civil Service Commission: Greg Rice was appointed to a three year term ending December 31, 2015 and David Dalleh was appointed as the City Representative.
Martin & Francis Lehnis Transportation Museum Advisory Board: Don Bostic and Daniel Hutson were newly appointed to three year terms ending December 31, 2016.
Library Board: Bill Blagg, Wade Kinnin, and Sally Porter were newly appointed along with reappointments of Frank Hilton, Bobbie Jo Hubbard, and Clay Riley, each serving three year terms ending December 31, 2016.
Parks Advisory Commission: Brad Jetton and Richard Porter were reappointed to serve three year terms ending December 31, 2016.
Planning & Zoning: Minessa Mesic and Larry Mullins were reappointed along with newly appointed member Trey Bachman to three year terms ending December 31, 2016.
Unified Appeals Board: Codie Smith was reappointed along with alternate member Rick Biessener to five year terms ending December 31, 2018.
In other matters on the agenda:
*Council approved on first reading an ordinance to close and abandon (1) a 13-foot wide alley between Booker Street and Main Street and (2) close a 10-foot wide alley that begins at Wesley Street and extends northeasterly 127 feet and to retain it as a utility easement. According to City Manager Bobby Rountree, these abandonments were requested by St. Mary’s Church which desires to extend their church hall building parallel to Booker Street. Oncor and Atmos will move utilities from the Booker alley to the one at Wesley Street, at the expense of the church, explained Rountree. The closure/abandonment of these alleys will not be final unless approved in additional readings at a future council meeting.
*Council approved an ordinance on second and third/final readings changing the zoning classification of 2310 and 2314 Main Blvd., being Block 25, lots 2-5, of the Brownwood Heights Addition from MH Manufactured Home/Mobile Home District to M1 Restricted Industrial District. This zoning change was requested by owner Donald Allgood, Jr. who operates a business from this location and uses his property as a contractor’s yard for the storage of large equipment and miscellaneous construction materials. Allgood is to build a solid fence on all sides of his property which will be completed within 6 months or by July 1, 2014. This rezoning was approved despite a denial of the rezoning request by the Planning and Zoning Commission at their November 7th meeting. This final unanimous vote of the council overturned the P&Z denial of the rezone request.
*Council approved an expenditure not to exceed $35,000 to repair the Brownwood Fire Department’s 1997 Quint 1 combination ladder/pumper truck. The funds for the repairs will be taken from the reserves according to Rountree. City Fleet Services will do as much of the repair work as possible saving approximately $10,000; however, the majority of the repairs will have to be completed by Metro Fire in Mansfield who did previous repairs to the truck last February.
The current repairs to be completed by Metro Fire are specific ladder repairs which include replacing 26 pulleys, the large cable and more. They will also replace or repair the ladder intercom system. Estimated cost for the labor from Metro Fire is $10,000. In February, the company made major repairs to the pump gear box, the hydraulics on the out riggers, the exhaust system, and the wiring harness.
Quint 1 is the City of Brownwood’s combination 1500 gallon per minute pumper and 75 foot aerial ladder truck. It is the front line pumper for Station 1 and is used on a daily basis.
Mayor Stephen Haynes explained that although the repairs are quite costly, the replacement of such a truck is approximately $1 million dollars or more.
