The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.
The City Council may deliberate and/or act on the following items:

6. Citizen PresentationsAny citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

A. Consider an ordinance on first reading setting utility rates for FY 2016/2017 for the City of Brownwood.
B. Consider an ordinance on first reading setting fees, rentals, licenses and permits for FY 2016/2017 for the City of Brownwood.
10. Bids
A. Consider awarding a bid for a storage building at the Bert V. Massey Sports Complex.
11. Ordinances and Resolutions
A. Consider an Ordinance on first/final reading updating the salary, longevity pay, and certification pay for all Civil Service – Firefighters and Police Officers.
B. Consider an Ordinance on second and third/final readings closing/abandoning Sixth Street between Coggin Avenue and Avenue E and the alley from Sixth Street to Seventh Street between Coggin Avenue and Avenue E, located in Block 1, Lots 7-12, Clark Addition and Block 30, Lots 1-12 of the Ford Addition.
C. Consider an Ordinance on second and third/final reading adopting the FY 2016/2017 City of Brownwood annual budget.
D. Consider an Ordinance on second and third/final reading levying taxes for the year 2016 for the City of Brownwood.
E. Consider a Resolution approving the BMDD Bylaws.
F. Consider a Resolution approving the BMDD plan of work and the 2016/2017 annual budget.
G. Consider a Resolution authorizing twelve new capital leases with Citizens National Bank and assigning a property tax pledge.
H. Consider a Resolution declaring ten City owned properties as surplus and authorize the disposition and sale of said property.
12. Requests and Presentations
A. Consider accepting offers to purchase the following City properties located at: 1000 West Austin; Lot 2, Block 14, Bailey Addition (300 Cordell); Hall & Austin Avenue BCAD N. 50232; 1st and Avenue E BCAD No. 51719; 1st and Avenue E BCAD No. 51724; 1507 4th Street; and authorizing the City Manager to sign Property Contracts with each bidder and execute any documents necessary to sell the properties.
