The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

  6. Citizen Presentations Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. To comply with the provisions of the Open Meetings Act. the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

  9. Public Hearing Conduct a public hearing on each of the following proposed ordinances and consider each ordinance on first reading.

A. Consider an Ordinance on first reading for a change in the zorung classification for Block 41, Lots 2-13, and the alley in Block 41 of the Brownwood Heights Addition being 2.666 acres, known as 3000 El Paso Street, from MH Manufactured / Mobile Home District to A-I Agricultural District.

B. Consider an Ordinance on first reading for a change in the zoning classification for Block 10, Lots 9, 10, 11, 12, and part of 13, and 19, of the Morningside Addition, being 2.0008 acres, known as 1306 and 1308 Willis Street, from R-l Single Family Residential District and R-3 Multi Family Residential District to A-I Agricultural District.

C. Consider an Ordinance on first reading for a change in the zoning classification for Outlot 422, being 19.09 acres, known as 2206 Temple Avenue, from MH Manufactured / Mobile Home District to A-I Agriculture District.

D. Consider an Ordinance on first reading for a change in the zoning classification for Outlots 420 and 421, being 8.03 acres, known as 2208 and 2414 Temple Avenue from MH Manufactured I Mobile Home District to A-I Agriculture District.

E. Consider an Ordinance on first reading for a change in the zoning classification for Block 11, Lots 1-3, and Block 12, Lots 1-4, part of closed Poindexter Street and part of a closed alley all of Weedon Addition, being

2.05 acres in the 2300 block of Cottage Street from R-l Single Family Residential District to A-I Agricultural District.

F. Consider an Ordinance on first reading for a change in the zoning classification for Block 7, Lots 9-16: Block 6, Lot 2; Block 13, Lots 4-8, Block 14, Lots 1-8, Tract S of Block 14. part of the following closed streets: Cottage Street, Prater Street, Cary Street, all of the Weedon Addition, being

5.906 acres in the 2400 and 2500 Blocks of Cottage Street from R-l Single Family Residential District to A-I Agricultural District.

G. Consider an Ordinance on first reading for a change in the zoning classification for part of Blocks 2 and 10. of the Woodland Heights Addition, part of the Robert Malone Survey Number 48, Abstract 656, part of closed First Street in total being 6.9966 acres known as 1115, 1203, 1205, and 1207 Avenue W, and 3201 Durham Avenue, from R-IA Single Family Residential District to A-I Agricultural District.

H. Consider an Ordinance on first reading creating a “Residential Rural” (RR) zoning classification for larger residential lots being one acre or greater and establishing zoning regulations for the district, including definitions. district boundaries, district use, and area regulations, including permitting the keeping of livestock.

10. Ordinances and Resolutions

A. Consider an Ordinance on second and third / final readings for changes to the animal ordinance, including, without limitation, redefining the term livestock, prohibiting livestock in all residential districts, including manufactured home districts, and the following commercial districts, C2A, CO, CN, and CU, excluding Ranchette Subdivisions; district regulations for districts that permit livestock, including, without limitation, defining the acreage necessary to keep livestock and the minimum distances to adjoining properties for enclosures of livestock.

B. Consider a resolution establishing a six month period for property owners affected by the enactment of the City’s revised animal ordinance to seek rezoning to their property without payment of any applicable zoning application fee.

C. Consider an ordinance on second and third /final readings amending section 90-43(c) to eliminate the restrictions placed on the Zoning Board of Adjustments in granting variances to front and side yard setbacks for signs and for height restrictions on signs.

D. Consider an ordinance on first reading amending Chapter 2, Article V, Division 3, Section 2-361 through Section 2-365 by removing the sections referring to the City Marshal’s supervision by the City of Brownwood Municipal Court Judge.

E. Consider a resolution directing publication of a notice of interest to issue City of Brownwood combination tax and surplus revenue certificates of obligation for $3.44 Million to fund costs of improving and extending the City’s water and sewer systems.
