Brownwood City Council Agenda – Regular Called Meeting

9:00 a.m., Tuesday, October 14, 2014 – Council Chambers, City Hall – 501 Center Avenue, Brownwood, Texas.

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9.  Public Hearing
Conduct a public hearing on the following proposed Ordinance and consider on first reading.

A.  An Ordinance changing the zoning classification for 2700 Brady Avenue, being Lots 1 – 3, Block 11, of  the Hillcrest Addition, from CN Neighborhood Commercial District to C 1 Local Business District.

10. Ordinances and Resolutions

A. Consider approval of a Resolution authorizing the housing of temporary employees on property owned by Loadcraft Industries, Ltd. located at 1 001 Gifford Street.

B.  Consider an Ordinance on first reading approving the FY 2013/2014 budget amendments.

C.  Consider an Ordinance on second and third/final readings establishing one way west-bound traffic along Greenleaf Street from Chandler Street to Adams Street.

D.  Consider amending the Ordinance passed on first reading establishing no parking along the southeast (Academy of Freedom) side of Avenue D from Austin A venue to Vincent Street and pass the Ordinance on second and third/final readings.

E.  Consider an Ordinance on second and third/final readings to rename the street of Vicksburg Court to Waterstone Drive.

11. Agreements and Contracts

A.  Consider Approval of a Professional Services Agreement with JRSA Consulting Electrical Engineers in the amount of $16,000 for the electrical design of the soccer complex.

B.  Consider authorizing the Mayor’s signature on a declaration of abandonment of easement to abandon a 15-ft. wide sewer easement across land on Custer Road owned by Brownwood Industrial Foundation, Inc., Harris and Waldrop LLC and ST (TX) LP (doing business as Superior Teletec, Inc.).

12.  Requests and Presentations

A.  Consider ratification of the Brownwood Economic Development Corporation Board action to approve an amendment to the Lyric’s Infrastructure Improvement Agreement to extend the funding obligation and increase the funding amount.

14.  Executive Session

The City Council will convene into closed Executive Session in the Haynes Conference Room pursuant to the provisions of the Open Meetings Law, Chapter 551, Govt. Code, Vernon’s Texas Codes Annotated in accordance with the authority contained in the following sections:

Section 551.071- Consultation with Attorney

Section 551.072- Deliberation Regarding Real Property

A.  Possible purchase of property on Lee Street.

B.  Possible ratification of the Brownwood Economic Development Corporation action to purchase property on Booker Street.

15.  The City Council will reconvene into Regular Session in the City Council Chambers to take any action deemed necessary as result of the Executive Session Council Agenda – October 28, 2014
