The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Requests and Presentations

A. Consider cancelling the second regularly scheduled City Council meeting in December (December 22, 2015).

B. Consider replacing the lighting at the Health Department building and fund the cost through reserves.

C. Consider ratification of BEDC action to lease the Burkett Hanger office space to Heritage Helicopter Services, Inc. for 2016.

D. Consider an off premise sign to be located in the City of Brownwood right-of-way at 114 W. Lee for Kirbo’s Warehouse.

10. Consent Agenda

A. Consider an Ordinance on second and third / final readings adding stop signs at the railroad spur on Memorial Park Drive.

B. Consider an Ordinance on second and third / final readings approving the FY 2014/2015 budget amendments.

11. Ordinances and Resolutions

A. Consider a Resolution ratifying the agreement between Brown County, Texas and Lifeguard Ambulance Service of Texas, LLC and the payment by the City of Brownwood of a pro-rata portion of the subsidy to be paid to Lifeguard.

B. Consider a Resolution to declare twenty-one City Hall display case items as surplus property and authorize the disposition of said items to the Brown County Museum of History and the Lehnis Railroad Musewn.

C. Consider Resolutions to name authorized representatives for two investment pools TexPool and TexStar.

12. Bids

A. Consider awarding a bid for flatwork at the soccer complex.

B. Consider awarding a bid to All Seasons Foam Coating and Services of Sanger, TX for the Roanoke Tank Recoating Project for the amount of $366,500 and authorize the City Manager to sign the contract and related documents.

A. City closed for Thanksgiving Holidays – November 26 – 27, 2015
