Brownwood City Council Agenda Regular Called Meeting

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

Conduct a public hearing on each of the following proposed ordinances and consider each ordinance on first reading.

A. Consider an Ordinance on first reading for a change in the zoning classification for Block 45, Lots 1-10 of the Brownwood Heights Addition, being 1.2609 acres, known as 2707 Hillsboro Avenue and 901 Spruce Street from MH Manufactured / Mobile Home District to A-I Agricultural District.

B. Consider an Ordinance on first reading for a change in the zoning classification for Block 4, Lots 1-6, of the Daisy Addition, being 1.2561 acres, known as 304 Bailey Street from R-3 Multi Family Residential District, to A-I Agricultural District.

C. Consider an Ordinance on first reading for a change in the zoning classification for Block 10. Lots 14-18, part of Lots 13 & 19, and Block 17 part of Lot 1, of the Morningside Addition, being 3.831 acres, known as 1312 and 1314 Willis Street, from R-l Single Family Residential District, and R-3 Multi Family Residential District to RR- Rural Residential District.

D. Consider an Ordinance on first reading for a change in the zoning classification for part of Outlot 406, being 1.0 acre, known as 609 Idlewild Street. from R-I Single Family Residential District, to A-I Agriculture District.

E. Consider an Ordinance on first reading for a change in the zoning classification for part of Outlot 406, being 2.0 acres, known as 611 Idlewild Street, from R-l Single Family Residential District to A-I Agricultural District.

10. Consent Agenda

A. Consider an Ordinance on second and third /final readings approving the FY 201112012 budget amendments.

B. Consider an Ordinance on second and third /final readings establishing one way traffic in the alley between Twelfth Street and Thirteenth Street from Avenue E, to Coggin Avenue.

C. Consider a Resolution to particrpate in the TxDOT Transportation Enhancement Program for funding for the Camp Bowie Walking Trail.

D. Consider cancelling the second regularly scheduled City Council meeting in December – December 25,2012.

11. Ordinances and Resolutions

A. Consider a one-reading Ordinance on all matters incident and related to the issuance of the City of Brownwood Combination Tax and Revenue Certificates of Obligation, Series 2012A totaling $3,440,000 to fund improvements to the Wastewater Treatment Plant ($3,080,000) and pay engineering costs for the Supplemental Water Treatment Plant ($360,000), including the adoption of an ordinance authorizing the issuance of such Certificates, approving, a Paying Agent/Registrar Agreement and the sale of the Certificates to the Texas Water Development Board. The Council may also consider authorizing funding to pay the current year interest cost.
