The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.
The City Council may deliberate and/or act on the following items:

A. Brownwood High School FFA Ag Issues Team
B. The Oath of Office and Law Enforcement Oath of Honor will be given to newly hired Police Officer, Gary L. Villalpando, by the City Secretary and Police Chief.
6. Citizen Presentations – Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Consent Agenda
A. Consider an Ordinance on second and third / final readings for a change in the zoning classification located in the 300 Block FM 45 West, being 81.9415 and 1.7222 acres, from C-1 Local Business District, to M-1 Restricted Industrial District.
B. Consider an amendment to an agriculture lease with lessee Joe Nobles to reflect a change in the name of the lessee.
10. Agreements and Contracts
A. Consider a professional services agreement with Kimley-Hom & Associates for architectural/engineering services for the Camp Bowie Soccer complex and authorize the Mayor to sign the agreement.
B. Consider an amendment to a Tower and Building Lease with New Cingular Wireless PCS, LLC modifying the rent amount, the number of antennas and the lease space.
C. Consider authorizing the City to partner with Brown County, the Chamber of Commerce, the City of Early, and the BEDC and enter into an agreement with Rural Issues Consultant for services during the Texas Legislative session.
11. Appointments
A. Consider ratification of Mayoral appointments to the Airport Board, Audit Committee, Buildings & Standards Commission, Civil Service Commission, Martin & Frances Lehnis Transportation Museum Advisory Board, Library Board, Planning & Zoning, Texas Higher Education Facility Corporation Board, Unified Appeals Board, and the Zoning Board of Adjustments.
12. Reports
A. City closed for Christmas and New Year’s Holidays.
