Brownwood City Council Agenda – Regular Called Meeting, 9:00 a.m., Tuesday, August 27, 2013 – Council Chambers, City Hall 501 Center Avenue, Brownwood, Texas.

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551 , of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Public Hearing

Conduct a public hearing on each of the following proposed ordinances and consider each ordinance on first reading.

A. Council shall hold a public hearing to consider an Ordinance on first reading changing the zoning classification of 1220 Austin Avenue being Part of Lot 3, Block B, of the Coggin Addition from R3, Multifamily Residential District to C-1, Local Business District.

B. Council shall hold a public hearing to consider an Ordinance on first reading to close and abandon an unnamed street on the southeast side of 1811 Broadmoor Drive, Robert Malone, Survey 48, Abstract 656, being 0.11 acres approximately 40′ wide and 119′ long, southwest of Broadmoor Drive.

C. Council shall hold a public hearing on the proposed City of Brownwood budget for FY 2013/14 to receive input from the public. Council may set a date for formal adoption of the budget ordinance on first reading on September 17, 2013 (Special Called meeting) and on second and third reading on September 24, 2013 (Regular Council meeting).

D. Council shall hold a public hearing to discuss the tax rate for FY 2013/2014 and, since the proposed tax rate of $.7463 per $100 value exceeds the effective tax rate, Council may schedule public hearings on the tax rate on September 4, 2013 and September 10, 2013. Council shall take a vote for record on the proposal to consider a tax increase and may set a date to adopt the rate on September 17, 2013 (1st reading) and September 24, 2013 (2nd & 3rd readings)

A. Council may approve vote for Mayor, Stephen Haynes, as representative for Region 6 on TML-IEBP Board of Trustees.

The City Council may convene into closed executive session in the Haynes Conference Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon’s Annotated, in accordance with the authority contained in the following section:

A. Discussion of code enforcement case regarding property located at 405 W. Anderson.

A. Council may authorize the Mayor’s signature on a settlement agreement with Charo, Inc. regarding 405 W. Anderson
