The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

7. Citizen Presentations Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

A.  Consider an Ordinance on first reading establishing one-way traffic on Rankin Street (southbound) from Water Street to East Street.

B.  Consider a Resolution dedicating a portion of West Austin Avenue between main Street and Commerce Street honoring Eddie Lee Ephraim.

C. Consider a Resolution approving the BEDC 2014/2015 annual budget.

11. Agreements and Contracts

A. Consider approving the Meet and Confer Agreement between the City of Brownwood (City) and the Brownwood Municipal Police Association (BMPA) for a one (I) year term- October I, 2014 through September 30, 2015.

B. Consider approving the Meet and Confer Agreement between the City of Brownwood (City) and the Brownwood Professional Firefighters Association (BPFFA) for a one (I) year term- October I, 2014 through September 30, 2015.

12. Public Hearings

A. Conduct a public hearing regarding approval of financings by Clyde Education Facilities Corporation and the Crawford Education Facilities Corporation for the benefit of Howard Payne University in a maximum aggregate principal amount of$11,500,000.

B. Consider adoption of a Resolution approving Financings by the Clyde Education Facilities Corporation and the Crawford Education Facilities Corporation for the benefit of Howard Payne University in a maximum aggregate principal amount of $11,500,000. (This debt is not a debt of the City of Brownwood and no public funds are involved in this financing.)

13. Requests and Presentations

A. Consider ratification of the Brownwood Economic Development Corporation action on a business expansion loan for Loadcraft Industries.

14. Consent Agenda

A. Consider an Ordinance on second and third I final readings establishing I amending (no parking on Market Place Boulevard, Market Street, and Riverside Park Drive.)

C. Consider Mayoral re-appointments to the Brownwood Housing Authority.

D. Council may consider authorizing the publication of a proposed property tax rate at $.7463 per $100 valuation and scheduling two public hearing dates on the tax rate on September 91h and 12th.
