Brownwood City Council Agenda – Regular Called Meeting

9:00 a.m., Tuesday, August 25, 2015 – Council Chambers, City Hall – 501 Center Avenue, Brownwood, Texas

The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.

The City Council may deliberate and/or act on the following items:

Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Public Hearing

Conduct a public hearing on the proposed Ordinances and consider the Ordinance on first reading.

A. Conduct a Public Hearing and consider an Ordinance on first reading on a request to change the zoning classification on the property located at 1008 – 1012 Vine Street, being Lots 3, 4, and 5, Block 5, of the Tannehill 2nct Addition, from R-3 Multi-family Residential District, to C-1 Local Business District.

B. Council shall hold a public hearing on the proposed City of Brownwood budget for FY 2015116 to receive input from the public. Council may set a date for formal adoption of the budget ordinance on first reading on September 15, 2015 (Special Called meeting) and on second and third readings on September 18, 2015 (Special Called meeting).

C. Council shall discuss the tax rate for FY 2015/2016. Since the proposed tax rate of $.7463 per $100 value exceeds the effective tax rate, Council shall take a vote for record on the proposal to consider a tax increase and may set a date to adopt the rate on September 15, 2015 on first reading, and September 18, 2015 on second and third readings. Council may schedule public hearings on the tax rate on September 2, 2015 and September 8, 2015.

10. Requests and Presentations

A. Consider accepting a proposal from Roberts & Petty to replace two HVAC units at the Municipal Court in the Joint Law Enforcement Center for $19,430 and authorize funding from cash reserves.

B. Consider ratification of the Brownwood Economic Development Corporation Board for an incentive grant in the amount of $3,500 per employee capped at $50,000 per year for five years for the 3M Company to support the Crystal Silk Surface Shield project.

C. Consider ratification of the Brownwood Economic Development Corporation Board for an incentive grant in the amount of $3,500 per employee capped at $60,000 per year for five years for the 3M Company to support the Micro Prismatic Reflective Sheeting project.

11. Ordinances and Resolutions

A. Consider and take action on a Resolution directing the City Secretary to publish notice of intent to issue Combination Tax and Revenue Certificates of Obligation for the purpose of funding costs of public improvements, specifically improvements to the Wastewater Treatment Plant, the Roanoke water storage tank, and sewer system lift station improvements.

B. Consider an Ordinance on second and third/final reading amending Ordinance No. 96-22 lengthening the No Parking zone in front of the Brownwood Manor located on the southwest side of E. Lee Street beginning 100′ southeast of Center Avenue to Brown Street.

C. Consider a Resolution to declare a 1997 Harmony baler as surplus property and authorize the disposition of said equipment.
