CityofBrownwoodlogo_smallBrownwood City Council unanimously ratified an action by the Brownwood Economic Development Corporation (BEDC) for a job creation incentive involving a sales contract with Brent Stroebel concerning 1.912 acres of land and a real estate lien for $19,200.

According to BEDC Director Emily Crawford who addressed the council regarding this incentive,  Stroebel plans to build a 1500 sq. ft. metal warehouse in the industrial park that will be leased by a company that distributes baked goods.   Initially, this will create two jobs.

The lien terms are as follows:  Zero interest loan; payable by job creation; first payment due April 9, 2013, and annually five years thereafter; for each full-time equivalent job created, the principal amount will be deduced by $2,000; on April 19, 2018, any unpaid balance will be due and payable in full.

In other matters on the agenda:

*Council unanimously approved an ordinance on first reading regarding a requested rate increase for Oncor Electric Delivery Company, LLC after negotiating a reduction of the original rate increase request.  This negotiated reduction will cause the average residential household to see an increase of $28/year rather than the proposed $60/year increase originally requested by Oncor.

*Council unanimously approved an ordinance on first reading to close and abandon a portion of the 120 foot right-of-way (ROW) of Dickman Drive.  This is the final step in finishing a joint project among the Brownwood Industrial Foundation, Brown County, BEDC and the City of Brownwood, that resulted in the realignment of Dickman Drive at FM 45.  BIF provided the property, Brownwood constructed the roadway in 1995 and Brown County paid for the material.  The process of closing and abandoning the existing ROW and dedicating the new ROW was not completed by Brown County and the area was annexed by the City of Brownwood in 2001, which results in the city having to finish the process because it is now in their jurisdiction.

*An ordinance was approved on first reading to prohibit dogs in the Bert V. Massey, II Sports Complex from April 1 through August 31st.  An ordinance was enacted in April 22, 2003 prohibiting dogs in the Camp Bowie Sports Complex during the same time period.  The ordinance needed to be amended to apply to the new complex.

*Council approved a resolution formally adopting the Hazard Mitigation Plan Update.

*A motion to ratify the Mayoral appointment of Pat Coursey to the Martin & Francis Lehnis Transportation Museum Advisory Board to fill the unexpired term of Jack Lamkin was approved.  The term will expire December 31, 2011.  Mr. Coursey served as a councilman from 1982 until 2003.

*Sunni Holloway, Tourism Manager for the Brownwood Area Chamber of Commerce, presented the quarterly Convention and Visitors Bureau report.
