Billy Bloom of Brownwood recently announced his candidacy for Brown County Sheriff and released the following information regarding his qualifications to serve as sheriff.
I, Billy Bloom, announce my candidacy for the office of Brown County Sheriff. I was born and raised in Brownwood, Texas, and am a graduate of Brownwood High School. I am fourth generation from Brown County. My wife, Karen, and I have been married for 24 years. We have six children and three grandchildren. We were foster parents for the State of Texas for over twelve years. We are members of Coggin Avenue Baptist Church.

- 1983 Graduate of the Concho Valley Regional Law Enforcement Academy in San Angelo, TX
- Angelo State University Police 1984-1987
- Police Officer for the City of San Angelo Police Department 1987-1995 – Duties included: Patrol, Narcotics, Field Supervisor (Sergeant), Assignment to the Administrative Division as the Supervisor over the DARE/GREAT Programs and as the DWI Enforcement Administrator
- Austin ISD Police Department 1995-1996 – School Resource Officer
- Hays County Sheriff’s Office in San Marcos, Texas 1996-2000 – Duties included: Patrol, Commander of the Criminal Investigations Division, Commander of the Patrol Division, Commanded the Mounted Patrol Division and implemented a Field Training Officer Program for the Hays County Sheriff’s Office
- West Central Texas Interlocal Crime Task Force, headquartered in Abilene, Texas. The Task Force had a 14 county impact area, with Brown County being a member. 2000-2011 – Duties included: Undercover Investigations, Organized Crime Investigations on the State and Federal levels and numerous search warrant preparations and executions. While at the Task Force, my main focus was on the illegal drug trafficking occurring in the Brown County area. I was instrumental in the arrest of 100’s of offenders within the Brown County area. These prosecutions resulted in State and Federal convictions. I executed numerous search warrants and initiated numerous arrests within Brown County toward criminals that had a negative impact on Brown County; again, with incarcerations of these individuals. In August of 2011, the Task Force disbanded.
- Concho County Sheriff’s Office 8/2011-10/2011 (Until I could secure a position with the Tom Green County Sheriff’s Office.
- Tom Green County Sheriff’s Office 2011-Present – Duties include: Patrol, Assigned to the Criminal Investigations Division as a Sergeant Investigator with the primary responsibility of investigating Illegal Drug Trafficking and Criminal Gang Activity, impacting Tom Green County and surrounding areas. In 2014 I accepted the position of Bailiff for State District Court.
I, Billy Bloom, am ready to bring my law enforcement knowledge and supervisory skills back home to Brown County. I pledge to be a “Working Sheriff” for the citizens of Brown County with an “open door” concept. I strongly believe that having such a philosophy encourages positive input/ideas from the citizens. This leads to more positive, stronger working relationships with the citizens and the Sheriff’s Office. Citizens’ accessibility to the Sheriff’s Office is imperative.
My first duty as Sheriff is to have patrol in the subdivisions, county roads and the neighborhoods within the communities of Brown County. The Sheriff’s Office will provide, upon request, assistance to the cities within Brown County that have a police department. Other priorities include criminal investigations and crime prevention training for all deputies. All cold cases will be reviewed within a timely manner with existing personnel. There are so many new avenues available to law enforcement, including technology and good old fashioned police work. It does include reaching out to other agencies and resources as needed. An ultimate goal is to increase the number of patrol deputies in a way that would not put a financial strain on the citizens of Brown County. I have always had a war on crime. I intend to disrupt and strive to dismantle criminal activity in Brown County.
