BISD Press Release – The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, May 8, 2017, at 6:30 p.m. BISD Board President Michael Cloy called the meeting to order. Board member Eric Evans gave the invocation. The Pledge of Allegiance was led by BMS students Naysa Leach and Chase Churchwell. BMS students Becca Church, Emma Grace Quillan and Carlee Richardson sang the National Anthem.
RECOGNITIONS
BISD Trustees recognized students from across the District with notable achievements in both academic and extracurricular areas. The Board of Trustees expressed their appreciation for these students who work beyond normal classroom participation to pursue excellence in their areas of interest.
Our Special Olympics athletes from across the district who participated in the Abilene Olympics were honored with Certificates of Excellence.

SUPERINTENDENT’S REPORT
- • Monthly Staffing Report was made, with the Superintendent’s comments about the high quality of professionals hired within our system;
- • Site-Based Meeting summary was presented, with comments given about the Random Drug Testing policy to be implemented in the upcoming school year;
- • Teacher Appreciation week was noted, with scheduled efforts by the BISD Administration and Brownwood Education Foundation mentioned.
- • The upcoming holiday of May 15, due to an unused bad weather day, was noted.
DISCUSSION & ACTION ITEMS
DEPARTMENTAL REPORTS:
Special Education Report – Mr. Ben Runyan, BISD Special Education Director, prepared a report for the board summarizing the plans for students of special populations within the District. Of note, the new Life Skills curriculum entitled Unique Learning Systems was highlighted; the Special Olympics participation was commended; and the Board Maker Online program, enhancing communication for special needs students, was discussed.
AVID Program Report – Ms. Liesa Land and Ms. Lindsay Smith presented a synopsis of the AVID program and its impact on BHS students, highlighting college visits, programming notes, and college testing participation rates.
TEACHER SALARY RECOMMENDATIONS: Dr. Young presented a schedule of Teacher Salary steps for consideration and approval by the Board. This plan presents a minimum 2.5% raise based on the mid-point for teachers. Tim Jacobs moved that the proposed salary schedule be approved as presented, with Roderick Jones seconding the motion. The motion passed unanimously.
BIDS FOR SUMMER PARKING LOT PROJECTS: Bids were presented for the two parking lot projects scheduled for the summer months: Northwest Elementary rear parking lot and Coggin Elementary parking lot. Dr. Young recommended approval of the low bids received through sealed bids. Waldrop Construction presented the low bid for the Northwest lot at $73,972. Russell Construction presented the low bid for the Coggin lot at $92,027. It was noted that the Coggin bid was higher, as this lot will be a completely new build, given the unimproved lot from which we are starting. The District hopes to work with the City of Brownwood on curb and guttering, which could potentially lower our costs. Roderick Jones moved that the low bids be accepted as presented, with Lisa Fowler seconding the motion. The motion was approved unanimously.
CONSENT AGENDA – The Board Meeting Minutes from the April 2017 meeting, as well as a proposed Volleyball Fundraiser (alumni game) were on the Consent Agenda. Eric Evans moved that these two items be approved as presented, with Roderick Jones seconding the motion. The motion was unanimously approved.
EXECUTIVE SESSION
The board convened into Executive Session at 7:13 pm to discuss personnel matters. The Board reconvened the public portion of the meeting at 8:50 pm, with no action taken from the Executive Session.
