Pursuant to Texas Government Code Sections 551.071, to consult with the District’s attorney, in person or by phone, on a matter in which the duty of the attorney to the District under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Local Government Code, including the evaluation and duties of the Superintendent.
