BISD Press Release – The Brownwood ISD (BISD) Board of Trustees met for a regular session meeting on Monday, January 22, at 6:30 p.m. BISD Board President Michael Cloy called the meeting to order. Northwest Elementary students Kimi Burke, Maddox Espinoza, Brinlee Northcutt, Amerie DelaPaz and Levi Moss led the Pledge of Allegiance. Brownwood ISD Trustee Roderick Jones gave the invocation.
Trustees in attendance: Michael Cloy, Eric Evans, Dr. Lisa Fowler, Tim Jacobs, Brad Jetton, Roderick Jones, and Diane Thompson.
Board Recognitions: The Board of Trustees recognized BHS junior Jesse Bennett for making the 2018 All State Choir. Additionally, BHS student Haleigh Clevenger was recognized as the winning artist of the 2017 Brownwood ISD Christmas card.
Also recognized were BHS Girls’ Cross Country athletes who qualified for the State Cross Country Meet this year. Pictured below are the Cross Country athletes with Board Member, Dr. Lisa Fowler.
Brownwood elementary students participated in the District UIL Academic Meet in November of 2017. Those students who placed in the meet were recognized.

Mr. Aaron Terry, Woodland Heights Elementary music teacher, led his 3rd grade music class in a song entitled “It’s Time to Dance” from their recent musical production of The Princess and the Pea for the Board members and their guests.
Dr. Young recognized January 2018 as School Board Appreciation Month. He presented each Trustee with a Certificate of Appreciation from the District and thanked the Trustees for their leadership and service. Each campus within the District presented a small gift of appreciation to the Trustees.
At 6:55 pm, the Board of Trustees convened into Executive Session to discuss personnel matters. At 7:23 pm, the Board reconvened into Open Session.
SUPERINTENDENT’S REPORT
Dr. Young presented his monthly report, including updates on staffing for the month of January and the OnRamps Dual Credit courses offered to BHS students. Dr. Young cited the success of the OnRamps program and indicated that course offerings would be expanded through the program next year.
DISCUSSION & ACTION ITEMS
PUBLIC HEARING FOR TEXAS ACADEMIC PERFORMANCE REPORT (TAPR)
Tim Jacobs made a motion to convene into a Public Hearing for the presentation of the 2018 TAPR report. The motion was seconded by Roderick Jones and passed unanimously. Liesa Land followed with a summary of the TAPR report, indicating the accountability and academic standards measured in the report that resulted in a “Met Standard” rating for the District. The combined total of results on the District’s financial report and District Accreditation report rendered the District as “Acceptable” per TEA standards.
After the Public Hearing was concluded, the Board reconvened into regular session at 7:30 pm and recognized their receipt of the TAPR report, as required.
DEPARTMENTAL REPORTS:
Enrollment and Transfer Report – Dr. Young presented to the Trustees a current Enrollment and Transfer report, with data from Week 19 of 2017 to Week 19 of 2018. Those numbers indicate an increase in total enrollment from 3,662 in 2017 to 3677 in 2018 (15 students). Transfer enrollment, as measured during those same periods, indicate an increase. January 2017 transfers were 160, increasing to 209 in January 2018, resulting in an approximate 30% increase (49 students).
Emergency Operations Plan Report – Dr. Young discussed a report summarizing the Emergency Operations Plan for the district, as submitted by Dr. Hector Martinez and Mrs. Priscilla Monson. BISD is following the Standard Response Protocol and Standard Reunification Protocol for use in addressing and managing crises in the District. BISD Resource Officer Fred Bastardo has continued the education of the BISD faculty and staff on these plans, and the District has participated in drills with local law enforcement. Additionally, BISD’s new messaging system, School Messenger, has been programmed to provide emergency communications with all BISD faculty/staff, parents, and community partners when needed.
Quarterly Financial Report – Dr. Young presented the Quarterly Financial Report. No questions or discussion arose from a review of the financials.
CONSIDER APPROVAL OF SUPERINTENDENT’S CONTRACT
BISD Trustee Roderick Jones made a motion to approve the Superintendent’s Contract for dates beginning January 23, 2018 and extending through July 31, 2021. Mr. Eric Evans seconded the motion. The motion passed unanimously, with Board President Michael Cloy congratulating Dr. Young and extending the Board’s appreciation for his leadership of the District.

Dr. Young presented the following items for approval through the consent agenda:

Tim Jacobs moved to approve the Consent Agenda as presented, with Brad Jetton seconding the motion. The motion was approved unanimously.
