On Tuesday, November 8th, Brownwood City Council members approved an ordinance on first reading Tuesday that sets rules regarding panhandling in the city limits, specifically heavily trafficked areas and intersections.

As economic development continues throughout Brownwood and the surrounding area, local law enforcement agencies have experienced disruptive behavior by some panhandlers, Crawford explained during the council meeting.

“Our primary desire is to provide safety for our citizens,” said Emily Crawford, Brownwood City Manager. “When city staff are contacted by individuals seeking help, we always refer them to social services available. We want to make sure that those who are seeking assistance know where to go.”

Multiple agencies and organizations like Good Samaritan Ministries, Center for Life Resources, and the Brownwood Salvation Army are available to offer assistance in Brownwood. The newly organized Brown County Home Solutions is currently working on housing options for individuals and families in the area. Also well-known in the community for ministering to the homeless is New Beginnings Church.

Over 10 years ago, New Beginnings opened their doors to anyone in need of a place to stay in colder months. What started as a temporary shelter in the winter has continued throughout the years and now sees individuals staying regularly at the church.

“We currently have about five people who live here now,” said New Beginnings’ Pastor, Kelly Crenshaw. “We want the homeless to know they can come to our church and get help.”

New Beginnings also offers help with clothing and food, giving out over 3,000 pounds of food from their pantry on a monthly basis. Pastor Crenshaw and his congregation work to fill big needs and small for anyone who contacts their church. “One thing people don’t think about is socks. But there’s a need. You can have good shoes, but if you don’t have socks, your feet are going to be cold.”

The ordinance regarding panhandling will go before the council with two additional readings before it is finalized. Once enforced, violators can be fined up to $500.
