The City Council of the City of Brownwood, Texas, reserves the right to meet in closed, executive session on any of the items listed below should the need arise and if authorized by Title 5, Chapter 551, of the Texas Government Code.
The City Council may deliberate and/or act on the following items:

5. Introductions, Announcements, and Recognitions: (A) Municipal Clerk of the Year.
6. Citizen Presentations
Any citizen who desires to address the City Council on a matter not included on the agenda may do so at this time. The City Council may not deliberate on items presented under this agenda item. To comply with the provisions of the Open Meetings Act, the Council respectfully requests that prior to addressing Council that each person submit a citizen presentation form that is located at the entryway to the Council Chambers, stating your name, address, and topic of presentation. All presentations are subject to a five (5) minute time limit.

9. Requests and Presentations:
- (A) Consider ratification of the Brownwood Municipal Development District for a Building Improvement Incentive for the law offices of Todd Steele at 309 N. Center Avenue in an amount not to exceed $15,593.
- (B) Consider ratification of the Brownwood Municipal Development District for a Building Improvement Incentive for Echo Wireless Broadband, Inc. at 1018 West Commerce not to exceed $18,377.
- (C) Consider waiving the water base fee on thirty-three accounts retroactive to the December 2017 billing for Trafalgar Construction for Indian Creek Townhome units still under construction.
10. Ordinances and Resolutions:
- (A) Consider an Ordinance on second and third/final reading adopting the 2017 National Electrical Code, and the following 2015 International Codes: Building, Residential, Property Maintenance, Mechanical, Fuel Gas Code, Existing Building Code, Energy Conservation Code, Plumbing Code, and Fire Code and amending Section 106.1.1 of the Plumbing Code.
- (B) Consider a Resolution regarding the annual review of the City’s investment policy.
11. Consent Agenda:
- (A) Consider an Ordinance on second and third/final reading changing the street name of Crockett Drive to Burnett Drive, from the intersection of Streckett Drive to the intersection of Morris Sheppard Drive.
- (B) Consider a Resolution declaring playground equipment and a boat trailer as surplus property.
- (C) Consider a Resolution authorizing the Police Department to apply for a Rifle Resistant Body Armor Grant Project from the Office of the Governor, Criminal Justice Division (CJD) authorized under Senate Bill 12.
12. Agreements and Contracts:
- (A) Consider authorizing the Mayor to sign a one-year lease agreement with Heritage Helicopter Services, LLC for a lease space at the Burkett Hanger, located at the Brownwood Municipal Airport.
- (B) Consider authorizing the Mayor to sign an agreement with AR Consultants, Inc. for an archeological survey at Riverside Park for the erosion control on Pecan Bayou
- (C) Consider authorizing the City Manager to sign an Election Contract with the Brown County Elections Administration.
13. Reports:
- (A) Sports Coordinator year-end review of activity.
- (B) Martin Luther King, Jr. Day – January 15, 2018. MLK Ceremony and City Offices closed.
- (C) State of the City Address – January 19, 2018.
14. Executive Session:
The City Council may convene into a closed executive session in the Haynes Conference Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon’s Annotated, in accordance with the authority contained in the following section:

Section 551.072 – Deliberation Regarding Real Property
- (A) Brownwood Municipal Development District purchase of the old Weakley-Watson Store at 100 Fisk A venue.
- (B) Sale of City Property located between the 600 Block of E. Baker Street and the 700 Block of E. Lee Street, bounded by S. Greenleaf Street on the north, and S. Washington Street on the south.
15. Action as a result of the Executive Session:
- (A) Consider ratification of the Brownwood Municipal Development District for the purchase of the old Weakley-Watson Store at 100 Fisk Avenue.
- (B) Consider authorizing the sale of City Property located between the 600 Block of E. Baker Street and the 700 Block of E. Lee Street, bounded by S. Greenleaf Street on the north, and S. Washington Street on the south.
